Conditions of Service, Pay, &c., of Officers in Civil, Colonial or Foreign Employment.

Naval Ratings & Royal Marines.

Part I.- Ratings & Ranks, & Full Pay.

(See Articles 228, 381, 382, 390, 397, 401-418b, 560-564, 1518, 1584, 1588, 1591, and 1741.)

1. Age Limits for Entry and Discharge.- No man is to be entered as a first entry Continuous Service Stoker or Special Service Seaman over the age of 25 years, or as a Special Service Signalman or Special Service Telegraphist over the age of 23 years ; other first entries for Continuous Service must not exceed 28 years.

The age for compulsory discharge is laid down in Art. 1995.

2. Pay of obsolescent Ratings.- If any of the ratings ordered to die out are still borne, their rates of pay and allowances are to remain as laid down in former Regulations and Addenda thereto (if the former do not appear in this Appendix).

3. Advancements to acting substantive ratings are not to be made in vacancies of a temporary nature, or such as will be filled ultimately by men appointed from the Home Ports or from other ships. See 1591 (Men, doing Duty in Higher Rating).

4. Progressive Pay.-" Acting " time is to be regarded as confirmed time for progressive pay purposes except:

  1. time served as acting C.P.O. in the temporary appointments of Admiral's Coxswain, Torpedo or Submarine Coxswain, and Flag Officer's Chief Steward or Chief Cook (see Table of Ratings),
  2. acting time in Artificer, Artisan and Mechanician ratings in excess of the maximum allowed to count (see Table of Ratings),
  3. where otherwise directed by the Admiralty specially,
  4. for Royal Marines (see Table of Ratings).

NOTE.-Progressive Pay in respect of " Acting " time is not to be credited to any rating unless and until he is confirmed, when payment is to be made of any arrears payable under the relevant rules.

5. Men re-entered after 5 years' absence.-,see Arts. 394, 527, clause 2 (e), 528, 1584 (1), 1983 and 1984 (1).

6. Counting of Time for Increases of Pay after 3 and 6 Years' Man's Time.-All man's time (i.e., time in the rating of Ordinary Seaman or its equivalent, and higher ratings) served towards the completion of engagement, counts as part of the three (and six) years' man's service required for increase of pay as Able Seaman, Signalman, Telegraphist, Cook (O.S.) Cook (S), Cook (O), Stoker, 1st class, Steward, Officers' Cook, 3rd class (O.S.) (continuous service only in each of the two previous ratings), Bandsman (O.S.), Marine, Bugler and Musician. The service is to be reckoned in calendar years from the date a man is rated Ordinary Seaman or equivalent rating, or if entered in a man's rating from the date of entry, but not earlier than the date of attaining the age of 18 years in any case.

7. The following service counts for the purpose of the qualification subject to Article 1584, clause I :

  1. The combined service in the case of transfers from one to another of the above-mentioned ratings.
  2. Time in any man's rating (including Officers' Steward, Officers' Cook (O.S.) or Cook (O) ) prior to transfer to one of the above-mentioned classes.
  3. Time spent in detention, cells, &c.

  5. Time before and while in desertion in the case of recovered deserters who are to be retained.
  6. Time from the date of being rated Ordinary Seaman in the case of Special. Service Seamen who transfer to Continuous Service or re-engage.
  7. Army service over the age of 18 for men transferred (i.e., not discharged from the Army) to the Royal Marines without break in service.
  8. Service over the age of 18 years with the Colours in the Army or Royal Air Force which the man has elected to count under Article 382, clause 7, and war service in man's rating with Dominion or Colonial Forces other than South African Constabulary, subject to entry in the Royal Navy or Royal Marines not later than five years after discharge from the former service, and to such service being declared on entry. For entrants in the Royal Navy, service, claimed in the Army, etc., will be verified by the Director of Navy Accounts who will notify, without application, whether the service can count or otherwise.
  9. Mobilised war service over the age of 18 years rendered by members of the Royal Naval Reserve, Royal Naval Volunteer Reserve, and Royal Naval Auxiliary Sick Berth Reserve, who enter the Royal Navy or Royal Marines not later than five years from the date of their discharge from war service, provided that the man has acknowledged it on entry and has elected to count it under Article 382, clause 7, and subject to Admiralty directions in each instance.

8. The following service does not reckon :

  1. Time out of the Service of ratings actually discharged and re-entered.
  2. Time other than mobilised service during the war period served in the Royal Fleet Reserve of ratings re-entered from the Royal Fleet Reserve.
  3. Former service which is not declared on re-entry, or if declared, is not reckoned for other purposes. (See 1584, clause 1.)

9. Men disrated, reverted, or readvanced.-Previous service in the same rating, or in a higher rating of the same branch, counts towards progressive pay in tile rating to which a man is reduced or readvanced. All man's time also counts for progressive pay in the A.B. rating of certain branches - see paragraphs 6 and 7.

10. " Seagoing " Service.-Where mentioned in this Appendix the term " seagoing service " covers service in all ships in which ratings may obtain practical experience of the duties required of them in a ship or tender under way. Similarly with reference to Part 1, Nos. 2, 3, 9, 12, 13, 14, 18 and 19, the Captain of a ship is to be considered Captain of a " Seagoing ship " if the rating concerned, while borne on her books, has in the Captain's judgment, been sufficiently tested in a seagoing tender, etc., in the duties required of him in a seagoing ship.

11. Candidates for Regulating Ratings.-Time served on probation in the rating of Acting Regulating Petty Officer may count as qualifying service for progressive pay in the ratings or ranks of the Royal Navy or Royal Marines to which such probationers may revert provided that such reversion is not due to misconduct or by the desire of the man concerned.

12. Re-Entries.-Naval ratings and Royal Marines who, after a break in service of less than five years, last re-entered the Royal Navy or Royal Marines before the 2nd November, 1925, are entitled to the 1935 rates of pay.

13. Transfers.-Ratings transferred to the artificer, shipwright and artisan branches. subsequently to the 4th October, 1925, are required to accept the new grading and the 1925 rates of pay. (This, however, does not apply to ratings transferred from one artificer branch to another, if in receipt of the old rates prior to transfer). Ratings transferred to the Writer branch subsequently to 4th October, 1925, are entitled to advancement in vacancies only, but to retain the old rates of pay if previously entitled thereto.

In Column 1.

The order in which the different classes are placed has no reference either to rank or command.

Ratings in italics are not to assume military command unless ordered to do so by superior authority, or when, in the absence of any such order, a situation arises which renders it necessary for them. to assume military command.

Continuous service is obligatory for all ratings except where otherwise indicated. (O.S.) denotes a rating ordered to die out.

In Column 2.

The daily rates shown are payable only to continuous service ratings and Royal Marines, except where marked * (non-continuous service) or shown (in column 1) as applicable to special service ratings.

Column A indicates the rates (designated " 1935 rates ") payable as from 1st July, 1935, to men who entered the Royal Navy or Royal Marines prior to 5th October, 1925.

Column B indicates the rates (designated " 1925 rates ") payable to men or boys who entered the Royal Navy or Royal Marines after 4th October, 1925.

In Column 3.

B. denotes eligibility for Good Conduct Badges.

M. denotes eligibility for Good Conduct Medal.

M.G. denotes eligibility for Good Conduct Medal and Gratuity.

M.G. � denotes that the rating, if Non-C.S., is ineligible for the award of a Good Conduct Gratuity.

C.C. denotes that the rating is classed for conduct whenever a Good Conduct Badge is not worn.

Non-substantive ratings, &c., for which men are eligible, and the pay attaching to these and to Badges are given in Part 3 of this Appendix.

In Column 4.

Instructions (A) to (F) are to be read and carried out in conjunction with the proper heading only, as indicated by letter of reference

  1. Authority to give rating.
  2. Age, previous service and other qualifications required.
