Conspicuous Service Cross
Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the fourteenth day of June, one thousand nine hundred and one, in the words following, viz. :

Whereas the are of opinion that there should exist some means of recognizing Distinguished Service before the Enemy on the part of Warrant Officers or Subordinate Officers of Your Majesty's Fleet, who by reason of not holding a Commission in the Royal Navy, are not eligible for appointment to any existing Order or Decoration.

We beg leave to recommend that Your Majesty will be graciously pleased by Your Order in Council to institute a Decoration, to be designated the Conspicuous Service Cross and to consist of a Silver Cross, with the reverse side plain, but having on the obverse side in the centre Your Majesty's Imperial and Royal Cypher, E.R,I., surmounted by the Imperial Crown.

We would beg leave to recommend to Your Majesty that this Decoration be awarded for meritorious or distinguished services before the Enemy performed by Warrant Officers or Acting Warrant Officers, or by subordinate Officers of Your Majesty's Fleet : and that no person shall be nominated thereto unless his services shall have been marked by the especial mention of his name in despatches by the Admiral or Senior Naval or Military Officer Commanding the Squadron or detached Force.

The award of this Decoration to carry with it the right to have the letters C.S.C. appended to the Officer's name.

We would submit further that the names of those upon whom Your Majesty may he pleased to confer this Decoration shall be published in the London Gazette, and a registry thereof kept in the Office of the Lords Commissioners of the Admiralty.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed. And the Right Honourable the Lords. Commissioners of the Admiralty are to give the necessary directions herein accordingly.


The Queen's South African Medal
Admiralty, 7th. March. 1904
Notice is hereby given that the medals for the operations in South Africa between 9th March, 1901, and 31st May, 1902, are now ready for issue to the Officers and Men of the Royal Navy and Royal Marines entitled thereto.

The following are the terms of the grant : The Queen's South African Medal, without clasp, will be granted to all Officers, Seamen, and Marines, belonging to the undermentioned ships, who were either landed for duty or were serving on board during the periods stated, and who have not already received a medal for service in South Africa rendered prior to 9th March, 1901.

Applications should be made by letter, addressed:
On Medal business, to the Accountant-General of the Navy, Admiralty, London, S.W.

Petty Officers, Seamen, and Marines, who have left the Service, should forward their certificates of service with their applications.

Posthumous Award of Medals
And whereas by an Order in Council dated the 28th December, 1865, and made in pursuance of the said Act, certain provisions were ordered which it is desirable to amend as hereinafter provided:

Now, therefore, His Majesty, by virtue of the powers in this behalf by the said Act, or otherwise, in Him vested, is pleased, by and with the advice of His Privy Council, to order, and it is hereby ordered, that Clause 33 of the Order in Council of the 28th December, 1865, shall be cancelled from the date of this Order, and in lieu thereof shall be substituted the following:-

33. Any medal to which an Officer, Seaman, or Marine is entitled, but which is not issued at the time of his death, shall be disposed of as follows:-

  1. When bequeathed by Will, the medal shall be sent to the Legatee.
  2. When not bequeathed by Will, the medal shall be sent to the person standing nearest in the following order of relationship.
    1. Widow.
    2. Eldest surviving son.
    3. Eldest surviving daughter.
    4. Father.
    5. Mother.
    6. Eldest surviving brother.
    7. Eldest surviving sister.
    8. Eldest surviving half-brother.
    9. Eldest surviving half-sister.
  3. When the medal cannot be disposed of as above, it may be sent to some other relative or interested party at the discretion of the Lords Commissioners of the Admiralty.

The same procedure shall be followed in the case of unissued decorations, except where specific direction as to their disposal is contained in the statutes or rules of the various Order.

Naval Conspicuous Gallantry Medal - Annuities
At the Court at Buckingham Palace, the 27th day of June, 1916.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 10th June, 1916, in the words following, viz.:-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, etc.

And whereas by Orders in Council bearing date the 7th July, 1874, and the 22nd February, 1896, recipients of the Naval Conspicuous Gallantry Medal may at our discretion be granted an annuity, not exceeding �20, if they hold or attain the Rating of Chief Petty Officer or Petty Officer in the Navy, or Sergeant in the Royal Marines, provided the amount authorized from time to time for such annuities is not exceeded

And whereas by Order in Council bearing date the 29th November, 1881, Men of the Royal Marines promoted to the Rank of Quartermaster are required to surrender such annuities, receiving instead a corresponding increase in their pay:

And whereas we consider it desirable that provision should be made for the retention of annuities held by Men who are promoted to other Commissioned Rank:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction annuities awarded with the Naval Conspicuous Gallantry Medal being retained by Seamen and Royal Marines who are promoted to permanent or temporary Commissioned Rank (other than that of Quartermaster in the Royal Marines).

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed. And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.

Military Cross, or the Medal for Distinguished Conduct
At the Court at Buckingham Palace, the 28th day of June, 1917.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 22nd day of June, 1917, in the words following, viz. :

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, etc.

And whereas under Your Majesty's Royal Warrant for the pay of the Army it is provided that Warrant Officers, Non-Commissioned Officers, and Men who are awarded the Military Cross, or the Medal for Distinguished Conduct in the Field, may receive an additional pension of 6d. a day, or may be granted a gratuity of .�20, if promoted to a Commission, transferred to the Army Reserve, or discharged without pension

And whereas we consider that Warrant Officers, Non-Commissioned Officers, and Men, of the Royal Marines, who may receive the Military Cross, or the Medal for Distinguished Conduct, while serving with the Army should receive similar monetary awards:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to approve of Warrant Officers, Non-Commissioned Officers, and Men of the. Royal Marines who receive the Military Cross, or the Medal for Distinguished Conduct in the Field, while serving with the Army being granted, at our discretion, an additional pension of 6d. a day if discharged to pension, or a gratuity of �20 if discharged without pension, transferred to the Reserve, or promoted to a Commission, provided

  1. That an additional pension under this Regulation shall in no case be paid to a Warrant Officer, Non-Commissioned Officer, or Man to whom the Conspicuous Gallantry Medal may have been, or may hereafter be, awarded, concurrently with an annuity in respect of the latter distinction.
  2. That the receipt of an annuity or an additional pension or a gratuity in respect of one of these medals shall not disqualify a holder of both medals from receiving a gratuity in respect of the other.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed. And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.
