Pensions - etc Officers
And whereas we have had under our consideration the Regulations governing the award of Pensions to Widows of Officers of Your Majesty's Navy, and Compassionate Allowances to their Children:

And whereas we are of opinion that Pensions and Compassionate Allowances should be awarded to the Widows and Children of Naval officers (including Commissioned Warrant and Warrant Officers) who may be placed on permanent Half-pay, or on the Retired or Pension List, on account of misconduct, provided that such Officers have had at least twenty years service counting towards retirement:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to empower us, at our discretion to award Pensions and Compassionate Allowances to the Widows and Children of such Naval Officers, on the understanding that a deduction of not less than ten per cent. will be made from the amount of Retired Pay or Pension to which, but for their misconduct, those Officers would have been entitled; that no Pension or Compassionate Allowance will be awarded unless the Officer has had at least twenty years' service counting towards retirement or pension; and that the Widow's Pension will be reduced by half the percentage by which her husband's Retired Pay or Pension has been reduced:

And whereas by an Order in Council of His late Majesty, bearing date the 12th August, 1907, officers of Your Majesty's Navy who are placed on the Retired List whilst serving on the staff of the Inspection and Experimental Departments, or in posts at the Admiralty connected with those Departments, are allowed to count their service subsequent to retirement for an increase of their retired pay

And whereas we have had under our consideration the services rendered by Lieutenant John Ambrose Slee, R.N., who was, in July, 1908, appointed to take charge under the Admiral Commanding Coast Guard and Reserves, of Shore Wireless Telegraphy, Stations and Signal Stations

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the application to this officer of the same regulations regarding increase of retired pay as have been authorized by the afore-mentioned Order in Council, for officers on the staff of the Inspection and Experimental Departments or in posts at the Admiralty connected with those Departments.

And whereas by the Regulations for the government Of Your Majesty's Naval Service it is provided that Warrant Officers and Commissioned Warrant Officers may be allowed to retire voluntarily at our discretion on attaining the age of 50:

And whereas a similar condition was laid down by His late Majesty's Order in Council of 28th March, 1903, in respect of Lieutenants, Engineer Lieutenants, and Carpenter Lieutenants promoted to those ranks under the provisions of that Order:

And whereas we are of opinion that it would be to the advantage of Your Majesty's Service to extend the facilities for optional retirement for the above-mentioned ranks by lowering the age at which such retirement may be allowed:

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorize us at our discretion to permit Warrant Officers and Commissioned Warrant Officers, and Lieutenants, Engineer Lieutenants and Carpenter Lieutenants promoted to those ranks under the provisions of Order in Council of 28th March, 1903, to retire on attaining the age of 40.

And whereas Your Majesty was graciously pleased, by Your Order in Council bearing date they 22nd day of January, 1920, to sanction, inter alia, a scale of Retired Pay for Captains, Commanders, Lieutenant-Commanders and Lieutenants of all Branches of the age of 40 years and above, except Officers on the Supplementary List and Officers formerly of Warrant rank promoted for long and zealous service, and a scale of Retiring Allowances for Lieutenant-Commanders and Lieutenants of all Branches under 40 years of age if invalided except Officers on the Supplementary List and Officers promoted from Mate or formerly of Warrant rank promoted fore long and zealous service:

And whereas we have considered the relatively advanced age at which Officers of the Medical, Instructor and Chaplains Branches enter the Royal Navy and the correspondingly short period of service after which these Officers retire in normal circumstances, in comparison with Officers of the Military and Accountant Branches, and we are of opinion that it is desirable to take these factors into account in determining their eligibility for retired pay on the ordinary scale and to make complementary provision for the retired pay of Medical Officers, Instructor Officers and Chaplains over the age of 40 who may be invalided and who may not have completed the service to be required to render them eligible for retired pay on the ordinary scale:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the proposals contained in the annexed Schedule:

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Schedule.

The Retired Pay of Medical Officers, Instructor Officers and Chaplains of the Church of England who are entered subsequently to the 17th July, 1920, to be regulated as follows:

  1. Officers entered below the age of 30 to be eligible for retired pay on the scale laid down in Clause IV., Section IX., Schedule V of Order in Council of the 22nd January, 1920, provided they have completed 12 years' service before retirement.
  2. Officers entered between the ages of 30 and 35 to be eligible for retired pay according to the above scale provided they have completed 18 years' service before retirement.
  3. Officers entered above the age of 35 not to be eligible for retired pay, but for gratuities only.

2. Officers who retire with less than the periods of service given above to be eligible for gratuities only, on the scales hitherto in force, -viz. :

3. Officers over the age of 40 who may be invalided before they have completed sufficient service to render them eligible for retired pay on the ordinary scale, to be granted retired pay on the existing invaliding scale for Officers of the rank of Lieutenant and Lieutenant-Commander under the age of 40, viz. :

Lieutenants - �100 a year minimum with an addition of �10 for each year's actual service in the rank.

Lieutenant-Commander - �180 a year, with an addition of �10 for each year's actual service in the rank.

The rates for Chaplains under this scale to be those applicable to Instructor Officers, as in the case of half pay, i. e., Chaplains under 6 years' seniority to be equivalent to Instructor Lieutenants, and those of 6 years' seniority to Instructor Lieutenant-Commanders.
