Hydrographer - Retired Pay
And whereas owing to the operation of the regulations governing the employment of Officers of Your Majesty's Navy on shore a Rear-Admiral holding the position of Hydrographer has usually to accept retirement before advancement to the rank of Vice-Admiral:
And whereas we consider that a Rear-Admiral who vacates this post should receive retired pay at the normal rate applicable to a Vice-Admiral:
We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to approve of an Officer who vacates the post of Hydrographer while holding the rank of Rear-Admiral being granted retired pay at the rate of �725 a year, with effect as from 31st August, 1914.

Advancement of officers of the Royal Navy on the Retired and Emergency Lists
And whereas Your Majesty was graciously pleased, by Your Order in Council of 11th February, 1913, to approve of Sub-Lieutenants on the Emergency List of the Royal Navy being promoted to the rank of Lieutenant at our discretion after attaining three years' seniority, and further, by Your Order in Council of 5th July, 1918, to approve of Sub-Lieutenants on the Retired List of the Royal Navy being eligible for the rank of Lieutenant on completing two years' service after being �called out' including previous service as Sub Lieutenant:
And whereas, by His late Majesty's Order in Council of 7th March, 1904, it is provided (inter alia) that Paymaster Lieutenant-Commanders retired from that rank for causes other than that of misconduct with not less than four year's' seniority at the time of retirement (then styled Staff Paymasters), may be granted, at our discretion, one step in rank from a date not earlier than that on which they would have been advanced had they remained on the active list:
And whereas Your Majesty was graciously pleased, by Schedule V, Section I of Your Order in Council of 22nd January, 1920, to approve (inter alia) of the following alterations in the rules regarding promotion with effect. from 1st July, 1919 :
(i) Paymaster Sub-Lieutenants to be promoted to Paymaster Lieutenants on attaining 2 years' seniority instead of 4, if their service has been satisfactory.
Paymaster Lieutenants, whose service has been satisfactory, to be automatically promoted to Paymaster Lieutenant Commander on attaining 8 years' seniority, subject to passing the necessary examination where required to do so under the regulations.
(ii) Surgeon Lieutenants to be eligible for promotion after 6 years instead of 8 as at present.
(iii) Instructor Lieutenants to be promoted to Instructor Lieutenant Commander after 6 years instead of 8 as at present.
And whereas we consider that the principle of assimilating as far as possible the conditions of service and advancement of the various Branches, which was laid down in that Order in Council, should be extended by laying down one rule for the grant of a step in rack after retirement or resignation to Sub Lieutenants on both the Retired and the Emergency Lists, by providing that Paymaster Sub-Lieutenants placed on the Retired and Emergency Lists shall be eligible for advancement under similar conditions, by making provision for the grant of a step in rank to all Paymaster Lieutenant-Commanders on the Retired List, irrespective of their seniority on retirement, under the conditions at present prescribed for Paymaster Lieutenant-Commanders of four years' seniority and upwards, and by providing for the grant to Paymaster Lieutenants, Surgeon Lieutenants and Instructor Lieutenants placed on the Retired and Emergency Lists after the 1st July, 1919, of a step in rank under the conditions introduced with effect from that date for the advancement of Officers of similar ranks on the Active List:
We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to approve the Regulations contained in the attached Schedule.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
Schedule.
Advancement of officers of the Royal Navy on the Retired and Emergency Lists.
1. Sub-Lieutenants (including Acting Lieutenants) on the Retired and Emergency Lists to be eligible, at the discretion of the Admiralty, for promotion to the rank of Lieutenant
(a) on completion of two years' service after being called out, including service prior to retirement or resignation, or
(b) on attaining three years seniority, whichever is the earlier date.
2. The above rule to have retrospective effect to cover the cases of Sub-Lieutenants who have been retired or placed on the Emergency List, since the beginning of the war, but no promotion or antedating of promotion granted under this provision to carry any increase of pay or allowances in respect of reemployment prior to the 17th November, 1920.
3. All Paymaster Lieutenant Commanders on the Retired List with less than four years' seniority on retirement to be eligible equally with Paymaster Lieutenant Commanders of four years' seniority and upwards for promotion to the rank of Paymaster Commander at the discretion of the Admiralty, provided that such step in rank be not granted sooner than it would have been obtainable on the Active List.
4. Paymaster Sub-Lieutenants placed on. the Retired and Emergency Lists subsequently to 1st July, 1919, to be eligible at the discretion of the Admiralty, for promotion to the rank a Paymaster Lieutenant under the conditions laid down for Sub-Lieutenants in Clause I.
5. Paymaster Lieutenants placed on the Retired and Emergency Lists subsequently to 1st July, 1919, to be eligible at the discretion of the Admiralty, for promotion to the rank of Paymaster Lieutenant-Commander on attaining 8 years' seniority if their records are satisfactory, subject to their having passed the necessary examination for the corresponding rank on then Active List where required to do so by the Regulations.
6. Surgeon Lieutenants placed on the Retired and Emergency Lists subsequently to the 1st July, 1919, to be eligible, at the discretion of the Admiralty, for promotion to the rank of Surgeon Lieutenant-Commander on attaining 6 years' seniority, if they are recommended by the Director-General of the Medical Department of the Navy and have served two years at sea.
7. Instructor Lieutenants placed on the Retired and Emergency Lists subsequently to the 1st July, 1919, to be eligible at the discretion of the Admiralty for promotion to the rank of Instructor Lieutenant-Commander on attaining 6 years' seniority.

Officers Retirement - Revised rules for "Stepped Promotion" on Retirement
At the Court at Buckingham Palace, the 1st day of October, 1932.
Present, The King's Most Excellent Majesty in Council.
Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 8th day of August, 1932, (C.W. 8651/32), in the words following, viz.:-
Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions, or other allowances in the nature thereof payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman, or Marine therein, shall be paid in such manner and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council:
And whereas Your Majesty was graciously pleased by Your Order in Council bearing date the 7th day of October, 1931, to sanction certain Regulations concerning the discontinuance of the grant of step s in rank to Officers of Your Majesty's Naval Service on or after retirement, and the retirement in their existing ranks of Captains, Engineer Captains or Captains (E), and Surgeon Captains whom it has been decided not to employ in higher ranks:
And whereas we are now of opinion that the revised Regulations should not be applicable to Officers who were on the list of executive Captains at the date of that Order:
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to provide that the said Regulations shall be applicable to Captains promoted to that rank after the 7th October, 1931, instead of to Captains of seniority 1926 and below.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed.
And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.

RN Captains - Retirement - Rank
At the Court at Buckingham Palace, the 28th day of June, 1933.
Present, The King's Most Excellent Majesty in Council.
Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 30th day of May, 1933 (C.W. 10455/31), in the words following, viz.:-
Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions or other allowances in the nature thereof, payable in respect of services in Your Majesty's Naval or Marine Force to a person being, or having been, an Officer, Seaman or Marine therein, or to the widow or any relative of a deceased Officer, Seaman or Marine, shall be paid in such manner, and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council:
And whereas by Your Orders in Council dated the 7th day of October, 1931, and the 1st day of October, 1932, Your Majesty was graciously pleased to approve, inter alia, of Captains, Engineer Captains or Captains (E) and Surgeon Captains promoted to those ranks after the date of the first quoted Order whom it has been decided not to employ in a higher rank, being retired in their existing ranks as soon as an Officer below them on their respective lists is promoted, and of such officers being granted retired pay on the Rear Admirals' scale, but subject to a maximum standard rate of �900 per annum provided that they are qualified for promotion under such regulations as are from time to time in force:
And whereas the qualification for promotion of Captains and Surgeon Captains depends on service rendered in such ranks and we are of opinion that the qualification for Engineer Captains or Captains (E) should likewise be dependent on service rendered in these ranks:
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to direct that Engineer Captains, or Captains (E) promoted to those ranks after the 7th day of October, 1931, shall be qualified for promotion to the rank of Engineer Rear-Admiral or Rear Admiral (E) if they have completed three years' full pay service in the rank of Engineer Captain or Captain (E), the qualification prescribed by Order in Council dated 17th May, 1867, namely, long and meritorious service, being cancelled when the provisions of this Order become operative.
His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed.
And the Right Honourable the Lords Commissioners of the Admiralty are to give, the necessary directions herein accordingly.
