Petty Officers - Counting of Time for Pension
At the Court at Buckingham Palace, the 21st day of December, 1907.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the eighteenth day of December, one thousand nine hundred and seven, in the words following, viz :

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, etc.

And whereas we have had under our consideration the rule in the Regulations for the Government of Your Majesty's Naval Service which provides for the time served as petty officer to be doubled for pension purposes subject to certain conditions being fulfilled, one of these being that the petty officer's character must have been very good for the last year of his service, or, if invalided, in his last ship :

And whereas we are of opinion that this character stipulation tends to be unfair in its incidence and may entail excessive punishment for an offence affecting the assessment of character :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council. to sanction an amendment of the rule so that petty officer time may be doubled for pension purposes with the exception of any such service for which the petty officer's character is assessed below 'very good,' this amendment to be applied at our discretion to men now serving and to any who have been pensioned as petty officers since thirtieth June, one thousand nine hundred and seven.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

His Majesty, having taken the said Memorial into consideration pleased, by and with the advice of His Privy Council, etc.

Allowances Pending Payment of Pension
And whereas the Army Council are empowered to grant a temporary allowance to invalided soldiers pending settlement of claim to pension, at the rate of 20s. a week for men in respect of whom separation allowance, dependants allowance, or family allowance, was issuable up to the date of discharge, and 10s. a week for other men :

And whereas the conditions and circumstances necessitating the institution of these allowances obtain equally in the case of invalided sailors and marines :

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to authorize us to pay, as from 29th June, 1916, to Seamen, Marines, or Reservists, discharged as no longer medically fit for service, allowances pending settlement of claim for pension at the same rates, under the same conditions, and subject to the same restrictions, as apply in the case of men invalided from the Army.
