Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 2nd day of December, 1942 (N. 27171 /42) in the words following, viz.:-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted inter alia that all pay, pensions or other allowances in the nature thereof payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman or Marine therein shall be paid in such manner and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council:

And whereas we deem it expedient to make special provision for grants to be known as Post-War credits to Naval and Royal Marine personnel below the rank of Officer:

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following arrangements:

The amount of the Post-War credit shall be:-

For men 6d. a day.
For boys 3d. a day.

The Post-War credit shall accumulate without interest for Naval ratings and Royal Marine other ranks for each day's service as such for which pay is credited, but shall not be payable to native ratings or such other ratings on exceptional rates of pay as we deem it expedient to exclude:

The Post-War credit shall be paid after the cessation of hostilities in such manner and on such date or dates as may be determined: save that it may be paid at our discretion currently to men invalided from the Service, or to the estates of men discharged dead or insane:

The commencing date of the Post-War credit shall be the 1st January, 1942, for men already in the Service on that date, and the first day of pay for subsequent entries; and the final date shall be a date to be hereafter determined.

Post-War credits shall be liable to deductions in event of desertion or misconduct under the same rules as govern pay, and the precise conditions under which deductions should be enforced shall be at our discretion.

The Lords Commissioners of Your Majesty's Treasury have signified Their concurrence in this proposal.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed.

And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.
E. C. E. Leadbitter.
