Advancement of Officers of the Royal Navy on the Retired and Emergency Lists.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 5th day of August, 1921 (C.W. 11069 /21), in the words following :

And whereas Your Majesty was graciously pleased by Your Order in Council of 7th February, 1921, to approve of Sub Lieutenants (including Acting Lieutenants) on the Retired and Emergency Lists of the Royal Navy being eligible, at our discretion, for promotion to the rank of Lieutenant on completion of two years service, after being called out, including service prior to retirement or resignation, or on attaining three years' seniority, whichever is the earlier date.

And whereas we consider that corresponding provision should be made for the promotion of Mates or Acting Lieutenants (ex-Mates) and Mates (E) or Acting Engineer Lieutenants (ex-Mates (E)) on both the Retired and Emergency Lists of the Royal Navy:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to approve the Regulations contained in the attached Schedule.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Advancement of Officers of the Royal Navy on the Retired and Emergency Lists.

(I) Mates and Acting Lieutenants (ex Mates) on the Retired or Emergency List to be eligible to be advanced to the rank of Lieutenant (confirmed) as from the dates on which they would have been due normally for that advancement an the Active List (i.e., on attaining seniority as Mate varying between 2 years and 3 years, or somewhat over according to the results of their examinations, service, &c.) and, in the case of Acting Lieutenants, who have not completed their courses for the rank of Lieutenant with their acting seniority, provided that, to be eligible for promotion before attaining three years' seniority as Mate, Officers must have :

(a) served not leas than. two years as Mate on the Active List,

(b) obtained a Watchkeeping Certificate,

(c) been recommended for promotion before retirement.

(II) Mates (E) on the Retired or Emergency List who were promoted under the normal Regulations to be eligible for promotion to the rank of Engineer Lieutenant as from the dates on which they would have been due normally for that advancement on the Active List (i.e., on attaining between two and three years' seniority as Mate (E), provided that, to be eligible for this promotion before attaining three years' seniority as Mate (E), Officers must have :

(a) served not less than two years as Mate (E) on the Active List,

(b) been recommended for promotion before retirement.

(III) Acting Engineer Lieutenants promoted to that rank from. Mate (E) under the special War regulations laid down in King's Regulations and Admiralty Instructions, Appendix X, Part V, Section I, and placed an the Retired or Emergency List as Acting Engineer Lieutenants, to be eligible to be confirmed in the rank of Engineer Lieutenant, with their acting seniority, on completing one year's seniority in the rank of Acting Engineer Lieutenant.
