Payment of Remittances
Whereas by The Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all Pay, Wages, Pensions, Bounty Money, Grants, or other allowances in the nature thereof, payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman, or Marine, or to the widow or any relative of a deceased Officer, Seaman, or Marine, shall be paid in such manner, and subject to such restrictions, conditions, and provisions, as are from time to time directed by Order in Council:

And whereas by Order in Council of 5th December, 1865, it is provided that payment of remittances of the wages of Men of Your Majesty's Naval Seance may not be made until the payee's identity has been certified by a Magistrate, or Minister of Religion, or other specified authority:

And whereas we, consider it expedient that such Certificates of Identity should no longer be required, and that a system of payment by Post Office Money Order should be substituted for the existing method of payment by Wages Remittance Bill.

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to cancel the said Order m Council of the 5th December, 1865, so far as relates to Certificates of Identity, and to authorize the adoption of the system of payment by Money Order.
