Retired Pay or Gratuities to be Granted to Schoolmasters R.N., on Retirement

And whereas Your Majesty was graciously pleased, by Schedule III of Your Order in Council of 22nd January, 1920, to approve a new constitution for the Schoolmaster Branch, and regulations are laid down in Section XI of that Schedule, and in Schedule V, Section IX, Clause X of the aforesaid Order in Council for the retired pay or gratuities to be granted to Schoolmasters R.N., on retirement:
And whereas the recommendations embodying these regulations which were submitted for Your Majesty's approval were based on a misconception of the decisions arrived at by Your Majesty's Government regarding the retirement of Officers of they Royal Navy in their application to they Schoolmaster Branch:
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the cancellation of Section XI of the regulations contained in Schedule III and of Clause X in Schedule V, Section IX of Order in Council of the 22nd January, 1920, and to approve, with effect from the 1st April, 1919 the regulations contained in the attached Schedule which correctly set forth the intentions of Your Majesty's Government with regard to the retired pay and gratuities to be allowed to the Schoolmaster Branch.

Regulations Regarding the Retired Pay of Schoolmasters, R.N.
1. The existing provision under which Schoolmasters of Warrant Rank may be allowed to retire at any age, at the discretion of the Admiralty, to be retained.
Retirement with Retired Pay.
2 (A) Schoolmasters (Old System - entered as ratings) to be granted retired pay according to their ranks on the scale for Commissioned Officers from Warrant rank and Warrant Officers, except when retired below the age of 40 at their own request or for inefficiency.
(B) Schoolmasters (New System - entered in Warrant rank) to be granted retired pay according to their ranks on they scale for Commissioned Officers from Warrant rank and Warrant Officers except when retired below the age of 40 at their own request or for inefficiency, or when invalided below that age and before promotion to Commissioned rank.
3. Schoolmasters (New System) if invalided before attaining the age of 40 years and before attaining Commissioned rank, to be granted retired pay
(a) of �10 far each year's seniority up to 10 years;
(b) of �120 if they have attained 10, but not 11, years' seniority; and
(c) of �120 with an increment of �5 far each year's seniority in excess of 10, if they have attained 11 or more years' seniority.
4. Time served as Schoolmaster Candidate not to reckon.
Retirement with Gratuity.
5.- (A) Schoolmasters (Old and New System) who may be allowed to retire below the age of 40 years to receive a gratuity according to scale A in the following table.
(B) Schoolmasters (Old and New System) who are found to be inefficient or unworthy of further employment may be retired below the age of 40 years, at the discretion of the Admiralty, with a gratuity according to scale B in the following table:

(2) With more than five, but less than ten, years from date of promotion to Warrant rank. |
A gratuity of �20 for each completed year of such service. |

(3) With more than ten, but less than 15 years from date of
promotion to Warrant rank. |
A gratuity of �30 for each completed year of such service. |
A gratuity of �15 for each completed year of such service. |

(4) With more than 15 years from date of promotion to Warrant
rank. |
A gratuity of �40 for each completed year of such service. |
A gratuity of �20 for each completed year of such service. |
N.B.-In the case of Schoolmasters (New System) the date of advancement to Probationary Schoolmaster counts for this purpose as the date of promotion to Warrant rank.
6. The cancellation of Section XI of the regulations contained in Schedule III of Order in Council of the 22nd January, 1920, to be without prejudice to the validity of any award which may have been made thereunder prior to the 1st April, 1919.
7. The foregoing provisions not to prejudice or affect the powers of the Admiralty under Order in Council of the 13th May, 1901, or any subsequent Order in Council amending that Order.
His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed.
