Separation Allowances

The introduction of [an early form of] Separation Allowance, the forerunner of Marriage Allowance. [This disappeared in April 1970, when it was combined with pay for all ratings, whether or not they had been in receipt of it previously.]

Separation Allowance
At the Court at Buckingham Palace, the 29th day of October, 1914.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 20th day of October, 1914, in the words following, viz.:-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 186, it is enacted, inter alia,. that all pay, pensions, or other allowances in the nature thereof, payable in respect of services in your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman, or Marine therein, shall be paid in such manner, and subject to such restrictions, conditions,' and .provisions, as are from time to time directed by Order in Council:

And whereas we consider it desirable that Separation Allowances should be paid during the period of the present War to the wives and in respect of the children of Seamen, Marines, and Reservists borne on the books of Your Majesty's Ships, and to other persons who are in fact dependent upon them

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction payment of such allowances at rates not exceeding those set forth in the following Schedule, to take effect from the 1st day of October, 1914.

Separation Allowances

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 6th day of January, 1917, in the words following, viz.: -

  1. Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions, or other allowances in the nature thereof, payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman, or Marine therein, shall be paid in such manner, and subject to such restrictions, conditions, and provisions, as 'are from time to time directed by Order in Council:
  2. And whereas by Your Majesty's Order in Council bearing date the 29th October, 1914, sanction was given for the payment of Separation Allowances during the period of the present War to the Wives, and in respect of the Children, of Seamen, Marines, and Reservists, borne on the books of Your Majesty's Ships, and to other Persons who are in fact dependent upon them:
  3. And whereas we consider it desirable that certain increases should be made in the rates therein sanctioned, and that these allowances should also be extended to the wives, children, and dependants, of Warrant Officers of the Royal Navy, and Royal Naval Reserves, and of Royal Marine Gunners
  4. We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction payment of such Allowances at rates not exceeding those set forth in the following Schedule, to take effect from the 15th April, 1915, so far as Warrant Officers of the Royal Navy and Royal Naval Reserves, and Royal Marine Gunners, are concerned, and from the 1st March, 1915, so. far as others are concerned
  5. We beg leave further to recommend that any Separation Allowance, in force at the date of death of the person in respect of whose service it is paid, may be continued for a period of 26 weeks from that date (or from the date on which notification of the death is sent to the Relatives where such notification is made 28 or more days after the actual date of death) in addition to an amount equivalent to any Allotment of his pay in force at that date, and that in special circumstances this arrangement may be applied in the case of Widows, with retrospective effect to the beginning of the present War, when this would be to their advantage, the payment being determined in such cases in accordance with the rates set forth in Your Majesty's Order in Council of the 29th October, 1914, for periods up to the 28th February, 1915, and with the rates set forth in this Order for periods subsequent to that day, and an Allotment being assumed, where none was in force at the date of death, at such rate as may be reasonable in each case within the maximum which could have been allotted: also that in the case of Dependants other than Widows and Children the payment may be continued at the same or a lower rate beyond the period of 26 weeks when this is necessary to enable the case to be considered under Regulations framed in accordance with the Naval and Military War Pensions Act, 1915; also that in the case of Dependants, other than Widows and Children, who are not in receipt of Separation Allowance at the date of death, any Allotment in force may be continued for a period of 4 weeks from the date of notification of the casualty to the Relative, and that in the case of Persons reported as `Missing,' ,other than those holding the Rank of Warrant Officer, R.N., or equivalent Rank, Separation Allowance and Allotment may be continued within a maximum period of 30 weeks or Allotment only for a period of 4 weeks in cases of Dependants not in receipt of Separation Allowance from the date on which the Relatives are notified of the casualty.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

Payment in respect of children may be made up to the age of 16, and may be made or continued above that age in the case of apprentices receiving not more than nominal wages or of children being educated at secondary schools, technical schools or universities. It may also be made or continued to the age of 21 in the case of invalids and others not able to support themselves.

Families normally resident within the London Postal Area may receive an additional allowance of 3s. 6d. a week so long as resident therein.

In the case of Royal Marine Gunners promoted from Warrant Officer, Royal Marines, the rate of 9s. for a wife may be continued.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed. And the Right Honourable the Lords Commissioners of the Admiralty axe to give the necessary directions herein accordingly.

Separation Allowance - Additions

Whereas there was this day read at the Board a Memorial from the Right. Honourable the Lords Commissioners of the Admiralty, dated the 9th March, 1917, in the words following, viz. :

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions, or other allowances in the nature thereof, payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman, or Marine therein, shall be paid in such manner, and subject to such restrictions, conditions, and provisions, as are from time to time directed by Order in Council:

And whereas by Your Majesty's Orders in Council of 29th October, 1914, and the 10th January, 1917, sanction was given to the payment of Separation Allowance to the Wives, and in respect of the Children of Warrant Officers of the Royal Navy, and Royal Naval Reserves, of Royal Marine Gunners, and of Seamen, Marines and Reservists, borne on the books of Your Majesty's Ships:

And whereas we consider it desirable that additions should be made to the Rates of Allowance therein specified for Children until they attain 14 years of age:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction additional payments, not exceeding those set forth in the Schedule, hereto., to take effect from the 18th January, 1917.

At the Court at Buckingham Palace, the 19th May, 1917.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, of 11th May, 1917, in the words following, viz.:-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, etc.

And whereas by Your Majesty's Orders in Council, of 29th October, 1914, the 10th January, 1917, and 13th March, 1917, Sergeants of Royal Marines borne on the books of Your Majesty's Ships are placed in Class I of the Navy Separation Allowance Scale

And whereas we consider it desirable that these Non-commissioned Officers should be placed under Class II of that Scale:-

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the amendment of the Scale accordingly, with effect as from the 5th April, 1917.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

Separation Allowance

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 11th day of September, 1918, in the words following, via. :

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions, or other allowances in the nature thereof, payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman, or Marine therein, shall be paid in such manner, and subject to such restrictions, conditions, and provisions, as 'are from time to time directed by Order in Council:

And whereas by Your Majesty's Orders in Council bearing dates the 10th January, and the 13th March, 1917, certain rates of Separation Allowance are prescribed for the benefit of wives, children, and other dependants of Warrant Officers and Ratings of the Royal Navy, Royal Marines, and Reserve Forces, borne on the books of Your Majesty's Ships during the period of the present War :

And whereas we are of opinion that it is advisable for the remainder of the War to grant Separation Allowances to the wives, children, and other dependants of Commissioned Warrant Officers of the Royal Navy, Royal Marines, and Reserve Forces, borne on the books of Your Majesty's Ships :

And whereas under present Regulations the grant of such an Allowance is normally contingent upon the declaration of an allotment by the Officer or Man in respect of whom the allowance is paid, which allotment is deducted from his pay for payment concurrently with the Allowance :

And whereas we are further of opinion that it is desirable during the remainder of the present War to increase in certain cases the Separation Allowances payable under any of the said Orders or under this Order by a sum not exceeding 3s. 6d. a week, so as to enable the Officers and Men concerned, if they so desire, to reduce the amount of their allotments to their dependants without diminishing the weekly sum in course of payment by way of Separation Allowance and Allotment to, or for the benefit of, their wives, children, and other dependants :

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction, with effect from the 4th October, 1917, and for the remaining period of the War, the payment from public funds of Separation Allowances to the wives, children, and other dependants of Commissioned Warrant Officers, borne on Ships' Books, at the rates prescribed for the wives, children, and other dependants of Warrant Officers, and the grant, at our discretion, to any person in receipt of Separation Allowance of additional Separation Allowances at rates not exceeding, in respect of any one man, those set forth in the Schedule hereto.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Commissioned Warrant Officers, Warrant Officers, Chief Petty Officers, Petty Officers, and Men of the Royal Navy, Commissioned Warrant Officers, Warrant Officers, Non-Commissioned Officers, and Men of the Royal Marines, and corresponding Ranks and Ratings of the Reserve Forces, borne on Ships' Books, 3s. 6d. a week.

Supplementary Separation Allowances
At the Court at Buckingham Palace, the 8th day of November, 1918.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 25th day of October, 1918, in the words following, viz. :

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions, or other allowances in the nature thereof, payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman, or Marine therein, shall be paid in such manner, and subject to such restrictions, conditions, and provisions, as 'are from time to time directed by Order in Council:

And whereas by Your Majesty's Orders in Council bearing dates the 29th October, 1914, the 10th January, 1917, and the 13th March, 1917, sanction was given to the payment of Separation Allowance to the wives, and in respect of the children of Seamen, Marines, and Reservists, borne on the books of Your Majesty's Ships

And whereas we consider it desirable that in certain circumstances Supplementary Separation Allowances should be granted to the wives and dependants of Seamen, Marines, and Reservists holding the Rating or Rank of Ordinary Seaman, Able Seaman, Private, or any relative Rating or Rank in other Branches of Your Majesty's Naval and Marine Forces

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction payment, with effect from the 16th May, 1918, of such Allowances. subject to the conditions as regards award and amount payable indicated in the Schedule hereto.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal. which is nevertheless most humbly submitted.

Schedule.

  1. It shall be a condition of the award of a Supplementary Separation Allowance under these Regulations that the Seaman or Marine in respect of whom it is claimed shall have declared in favour of the claimant a weekly allotment from his wages, which
    1. If his Full Pay and Allowances in the nature thereof do not exceed 12s. a week, is not less than 1s. 6d. a week, or
    2. If his Full Pay and Allowances in the nature thereof exceed 12s. a week, is not less than the weekly excess of such Full Pay and Allowances over 10s. 6d., provided that, if the excess be not an exact multiple of 6d., it shall be not less than the precise multiple of 6d. next below such excess.
  2. Subject to the declaration of the minimum allotment prescribed above, the Supplementary Separation Allowance shall be such weekly sum as, when added to that minimum allotment, and the amount of Navy Separation Allowance and Allotment Concession in course of payment, will make up a weekly sum equal to that which would have been payable to the claimant as Army Separation Allowance and State Allotment if the Seaman or Marine had been a Private in the Army.
  3. If the Full Pay and Allowances in the nature thereof of a Seaman or Marine, in respect of whom a Supplementary Separation Allowance has been granted, fall below the total at which they stood at the date on which the Supplementary Separation Allowance was awarded, the Admiralty may, in any case in which such a course appears appropriate, increase the Supplementary Separation Allowance, provided that the Allowance as thus increased shall in no case exceed the weekly sum properly payable under the two preceding Rules. Similarly if the Full Pay and Allowances in the nature thereof of any such Seaman or Marine be raised above the total at which they stood at the date on which the Supplementary Separation Allowance was awarded, such Supplementary Separation Allowance shall be reduced or withdrawn, as may be necessary to ensure that the Supplementary Separation Allowance, if any, continuing in course of payment shall not exceed the sum properly payable under the two preceding Rules.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed.

Separation Allowances

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 13th day of January, 1919, in the words following, viz.:-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions, or other allowances in the nature thereof, payable in respect of services in Your Majesty's Naval or Marine Force to a person being, or having been, an Officer, Seaman, or Marine therein, shall be paid in such manner, and subject to such restrictions, conditions, and provisions, as are, from time to time, directed by Order in Council:

And whereas by Your Majesty's Orders in Council bearing date the 29th October, 1914, the 10th January, 1917, and the 13th March, 1917, sanction was given to the payment of Separation Allowance to the wives, and in respect of the children, of Warrant Officers of the Royal Navy and Royal Naval Reserves, of Royal Marine Gunners and of Seamen, Marines and Reservists borne on the books of Your Majesty's Ships:

Additional Allowances payable for children under 14 years of age until they attain that age.

To take effect-from the 3rd day of October, 1918 :

  • Where the number of children under 14 is 1, 2s. 6d. a week.
  • Where the number of children under 14 is 2 or more, 4s. 6d. a week.
  • Motherless children under 14, 3s, a week for the first child, 1s. a week each for the second and subsequent Motherless Children.

Further additions to take effect from 7th day of November, 1918.

  • Where the number of children under 14 is 1, 1s. a week.
  • Where the number of children under 14 is 2, 2s. a week.
  • Where the number of children under 14 is 3, 4s. a week.
  • Where the number of children under 14 is more than 3, Is. a week more than the number of such children.
  • Motherless children under the age of 14, Is. a week for each child.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed.

Supplementary Separation Allowance
At the Court at Buckingham Palace, the 28th March, 1919.

Present, The King's Most Excellent Majesty In Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 25th March, 1919, in the words following, viz.:-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions, or other allowances in the nature thereof, payable in respect of services in Your Majesty's Naval or Marine Force to a person being, or having been, an Officer, Seaman, or Marine therein, shall be paid in such manner, and subject to such restrictions, conditions, and provisions, as are, from time to time, directed by Order in Council:

And whereas by Your Majesty's Order in Council of the 8th November, 1918, sanction was given to the payment of Supplementary Separation Allowances, in certain circumstances, to the wives and dependants of Seamen, Marines, and Reservists, holding the Rating or Rank of Ordinary Seaman, Able Seaman, Private, or any relative Rating or Rank in other Branches of Your Majesty's Naval and Marine Forces:

And whereas the grant of War Bonus, in addition to pay, to men serving in Your Majesty's Navy, Army, and Air Forces, has produced a change in the relative position of Seamen in the Navy and Privates in the Army :

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the alteration in the conditions as regards award of Supplementary Separation Allowance as indicated in the Schedule hereto, with effect from the 6th February, 1919.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

Schedule.

It shall be a condition of the award of a Supplementary Separation Allowance that the Seaman or Marine, in respect of whom it is claimed, shall have declared in favour of the claimant a weekly allotment from his wages which -

  1. If his Full Pay and Allowances in the nature thereof including War Bonus do not exceed 22s. 6d. a week, is not less than 1s. 6d. a week, or
  2. If his Full Pay and Allowances in the nature thereof exceed 22s. 6d. a week is not less than the weekly excess of such Full Pay and Allowances aver 21s. provided that, if the excess be not an exact multiple of 6d., it shall be not less than the precise multiple of 6d. next below such excess.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed.

And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.
