& the Establishment of Officers of the Regulating, and Electrician branches
Review of Titles of Warrant Officers and Officers promoted from Warrant Rank.

And whereas by His late Majesty's Order in Council bearing date the 28th March, 1903, and subsequent Orders in Council, it is provided that certain Commissioned Warrant Officers and Warrant Officers shall be eligible for promotion to the rank, or corresponding rank, of Lieutenant, as a reward for long and zealous service, and that these Officers should be granted the rank or corresponding rank of Lieutenant Commander on attaining 8 years' seniority in the rank or corresponding rank of Lieutenant:
And whereas we are of opinion that similar advancement should be open to Commissioned Warrant Officers and Warrant Officers of the Regulating, Electrician and Cookery Branches, and that the establishment of Officers of the Regulating, and Electrician branches authorized by Orders in Council of the 18th October, 1909, 16th November, 1917, and 13th October, 1910, should be increased.
And whereas we are further of opinion that the titles of certain Warrant Officers and Officers promoted from Warrant rank require revision
Schedule A
Commissioned Electricians, Commissioned Masts-at-Arms and Commissioned Instructors in Cookery to be eligible for promotion to the relative rank of Lieutenant with the titles of Electrical Lieutenant, Lieutenant-at-Arms and Lieutenant Instructor in Cookery respectively.
Lieutenants-at-Arms, Electrical Lieutenants and Lieutenant Instructors in Cookery on attaining 8 years' seniority as such to have the relative rank of Lieutenant-Commander.
Pay.
Pay of Electrical Lieutenants and Electrical Lieutenant Commanders to be on the scales authorized for Lieutenants and Lieutenant-Commanders promoted from Warrant rank (Mechanical Branch). Pay of Lieutenants-at-Arms, Lieutenant Instructors in Cookery and Lieutenant-Commanders promoted therefrom to be on the scale for Lieutenants and Lieutenant-Commanders promoted from Warrant Rank (non-Mechanical Branch).
Retired Pay, &c.
Retired Pay, Widows' Pensions and Compassionate allowances for children to be on the scales authorized for Lieutenants and Lieutenant-Commanders promoted from Warrant rank.
Numbers.
The number of Lieutenants-at-Arms, Electrical Lieutenants and Lieutenant Instructors in Cookery to be not more than 8 per cent. of the total number of Officers of Warrant rank and above in the respective branches.
Schedule B.
Titles of Warrant Officers and Officers promoted from Warrant Rank.
1. The collective expression and title of 'Commissioned Warrant Officers' to be abolished; such Officers when referred to collectively to be termed:
(a) Commissioned Officers from Warrant Rank when it is desired to refer only to Officers of the grade lying between Warrant Officer and Lieutenant.
(b) Commissioned Officers from Warrant Rank and above when it is desired to refer to Officers described at (a) above, together with Lieutenants, Lieutenant-Commanders and Commanders promoted from Warrant Rank.
(c) Warrant Officers and above when it is desired to refer to the above together with Warrant Officers:.
2. The titles of Warrant Officers and above to be as follows:
The establishment of the Regulating and Electrician Branches to be as follows:
Regulating Branch.
- 1 Lieutenant-at-Arms.
- 3 Commissioned Masters-at-Arms.
- 9 Warrant Masters-.at-Arms.
Electrician Branch.
- 2 Electrical Lieutenants.
- 9 Commissioned Electricians.
- 19 Warrant Electricians.
The above number of Commissioned Masters-at-Arms and Commissioned Electricians to be temporary pending the operation of the rule under which deserving Warrant Officers are promoted to Commissioned Warrant rank after 10 years' service as Warrant Officer.
The above provisions to have effect in the case of the Regulating and Ships' Cooks' branches from the 13th September, 1918, and in the case of the Electrician branch from 12th December, 1919.

Warrant Officers - Revised Titles
At the Court at Buckingham Palace, the 28th day of October, 1949.
Present, The King's Most Excellent Majesty in Council.
Whereas there was this day read ad the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 17th day of October, 1949, (C.W. 3524/49) in the words following, viz.:-
Whereas by Order in Council dated the twenty-second day of January, 1920, Schedule B, the titles of certain Warrant Officers and Officers promoted from Warrant rank were revised:
And whereas from time to time certain other alterations to Warrant Officer titles have been provided for by various subsequent Orders in Council:
And whereas we are of the opinion that the title �Warrant Officer' and the term �Warrant List' in use in the Royal Navy and Royal Marines should no longer be used but be replaced by 'Branch Officer' and `Branch List' respectively:
And whereas by Order in Council dated the twenty-seventh of April, 1948, rates of pay were laid down for Warrant Officers and Officers promoted therefrom which we now wish to apply to Officers on the Branch List:
And whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions or other allowances in the nature thereof payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman or Marine therein, shall be paid in such manner and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council:
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the proposals contained in the Schedule annexed hereto with effect from the 5th day of April, 1949, in substitution for the provision previously authorised, which changes involve the appointment by commission of those Warrant Officers hitherto appointed by warrant but otherwise no. change in rates of pay, uniform, or duties.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Titles of Warrant Officers and Officers Promoted from Warrant Rank.
The term �Warrant List' to be abolished and to be known in future as the �Branch List'; the generic title for officers on this list to be 'Branch Officers' All officers on the Branch List to be appointed by commission. Their rates of pay to be as laid down for corresponding Warrant Officers (Naval and Royal Marine) and officers promoted therefrom in Order in Council dated 27th April, 1948.
