Admiralty 19th June 1875

My Lords Commissioners of the Admiralty having had under their consideration the position of the Chaplains and Naval Instructors of the Navy, are pleased under the authority of filer Majesty's Order in Council of 13th May 1875, to establish tile following regulations :

1st. Officers holding the joint position of Chaplain and Naval Instructor when unemployed, or employed only as Chaplain or as Naval Instructors, to receive, in addition to their half or full pay, alt allowance according to the following scale, viz. :

  Per diem.
Under 5 years' service in the double capacity 1s.
With 5 and under 8 years' service 2s.
With 5 and under 11 years' service 3s.
With 11 and under 14 years' service 4s.
With 14 and under 17 years' service 5s.
With 17 years' service, and over 6s.

2nd In lieu of the present system of payment of officers serving its Chaplains of Her Majesty's Dockyards, Hospitals, and Marine Divisions, such officers to be paid as follows, viz.:

Officers holding the joint position of Chaplain and Naval I Instructor:

To receive full-pay as Chaplain according to service, the allowance according to the foregoing scale for service: in the double capacity: civil allowance of �100 per annum if occupying an official residence, it not �150 per annum ; but so regulated that the total emoluments (inclusive of residence or house allowance) should not exceed �550 per annum.

Officers holding the rank of Chaplain only:

To receive the same, with the exception of the allowance for service in the double capacity.

3rd. In the case of any officer now holding such position whose total emoluments are larger than those he would receive by the proposed scale, no reduction to be made.

4th. In the case of the retirement of officers holding the double position of Chaplain and Naval Instructor, an extra �10 per annum to be awarded for every four years' service in the double capacity, so long as the present maximum retired pay of �450 per annum is not exceeded.

5th. The following Scale of Pensions and Compassionate Allowances to be established for the widows and children of Chaplains and Naval Instructors, subject to existing regulations, such scale to apply only to the widows and children of officers now, and hereafter to be, on the Active List :

  Ordinary Pension and Compassionate Allowance if the Officer was killed in action, or died within six months of wounds received in action. If the officer was drowned, or suffered other violent death in an immediate act of duty, or if it shall be proved to the satisfaction of the Lords Commissioners of the Admiralty that he died from the effects of an injury or disease, caused by extra ordinary exposure or exertion, on service, within six month after his being first certified to be ill.

6th. The scale of retirement established by Her Majesty's Order in Council of 5th February 1872, for Chaplains accepting livings, not to be considered to apply to Chaplains appointed by us to Greenwich Hospital Livings ; but such officers, provided they have completed ten years' service on full-pay, to be placed on the Retired List with the retired pay they may have earned by service according to the scale of retirement applicable to them at the date of their appointment to such living.

7th. The regulations contained in the first five clauses to come into force from the 1st April 1875, but that contained in Clause 6, from the date of Her Majesty's Order in Council of 5th February 1872."

REGULATIONS FOR CHAPLAINS AND NAVAL INSTRUCTORS

Admiralty, June 1875.

For the Information of Candidates.

  1. No person will be appointed to a Chaplaincy in the Royal Navy who has not been ordained Deacon and Priest of the Church of England, or who has not been admitted to the same Holy Orders by the lawful authority of one of the Churches within the realm of Grout Britain and Ireland which are in communion with the Church of England, or whose age exceeds 35 years, or who holds any benefice with a Cure of Souls, or who does not produce testimonials from the Bishop of the Diocese in which he was last licensed, addressed to t the Lords Commissioners of the Admiralty, or who has not been examined by some competent person appointed for that purpose by the Lords Commissioners of the Admiralty, and has been reported by him to be in every respect a fit and proper person to fill the situation of Chaplain with respectability and advantage to Her Majesty's Service.
  2. Chaplains to be retired at the age of 60, or at any age if they have not served for 5 years.
  3. To have the option of retiring at the age of 55, and to be retired irrespective of age, at the discretion of their Lordships, if found physically, or from any other cause, unfit to serve.
  4. Any Chaplain who obtains from their Lordship, permission to accept a living, or desires to retire from the Service, may, if lie has not less than 10 years' service, be retired with pay on the following scale, viz. :
    • After 10 years' service �50 per annum

      After 15 years' service �100 per annum

      After 20 years' service the amount earned by service under Order in Council of 22nd February 1870.

    Not to apply to Chaplains appointed by their Lordships to Greenwich Hospital livings if they have more than 10 years' service.

  5. Chaplains who have less than 10 years' service, and accept a living, will be considered as desiring to resign the Service, and will accordingly not be entitled to any pecuniary allowance, or to Half or Retired Pay.
  6. Full-pay of Chaplains or Naval Instructors:

    A Chaplain being also Naval Instructor, while acting in the double capacity, is to receive his Full-pay as Chaplain, half of his pay as Naval Instructor, and �5 a year as Tuition Allowance for each young gentleman instructed.

    Thus a Chaplain who from the date of his appointment has been also a Naval Instructor, will receive

    A similar allowance will be awarded to a Chaplain and Naval Instructor in addition to full-pay when employed in the single capacity.

  10. Chaplains and Naval Instructors will be allowed on retirement an extra �10 per annum for every four years' service in the double capacity, so long as the present maximum of retired pay of �450 per annum is not exceeded.
  11. Clergymen in Priests' Orders will be allowed to take temporary service in the Navy, without any restriction as to age, and will be appointed "Acting Chaplains for Temporary Service." While so employed they will occupy the same position, enjoy all the same privileges, and be subject to the same Regulations as ordinary Naval Chaplains. They will receive �219 a year (or 12s. a day) ; but they will not be entitled to Half-pay, or any other advantages, at the termination of their temporary service. Candidates must present themselves at the Admiralty, bringing with them their Letters of Orders, Testimonials, &c., preparatory to their being examined by the Chaplain of Greenwich Hospital as to their fitness for these appointments. Preliminary applications should be made in writing to the Secretary of the Admiralty.

N.B.-All the above Officers are entitled to be victualled when on board ship, or to receive the allowance in lieu (1s. 6d. day) when detached on duty.

REGULATIONS FOR THE EXAMINATION AND INSTRUCTION OF NAVAL INSTRUCTORS.

  1. A Candidate for an appointment as Naval Instructor must not be under 20, nor above 35 years of age. He must be prepared to pass a preliminary examination in the following subjects:
    1. Arithmetic and Algebra.
    2. Geometry up to the standard of the 6th Book of Euclid.
    3. Plane and Spherical Trigonometry.
    4. Elementary Statics, Dynamics, and Hydrostatics
    5. Latin.
    6. French.
  2. In this preliminary examination Latin will be dispensed with in the case of Graduates of any University ; and Candidates who, within the previous three year, have obtained at any University a distinction equivalent at least to that of Senior Optime at Cambridge, or a Second Class in the Final Mathematical School at Oxford, will be further exempted from examination in subjects I. to IV.
  3. The grounds on which exemption from any part of the preliminary examination is claimed should in all cases be fully stated by the Candidate when applying for appointment.
  4. If found duly qualified in the several subjects of the preliminary examination, the Candidate will receive an order for admission to study at the Royal Naval College, and will join on the 1st of the next ensuing October. During his residence at the College the Candidate will be accommodated with quarters, and be allowed Is. 6d. a day towards his mess expenses.
  5. The period of study at the College will not exceed nine months. At its termination the Candidate will be finally examined in the following subjects, in each of which he will be required to show that he possesses a satisfactory knowledge :
  1. Navigation and Nautical Astronomy.
  2. Nautical Surveying.
  3. Practical use of Instruments.
  4. Steam Engine.
  5. Meteorology.
  6. XII Physics.
  1. Chemistry, Drawing, French (more advanced than that required at the preliminary examination), and other modern languages will be optional subjects of examination, for which due credit will be given.
  2. Chaplains serving abroad may, under the direction., of the Commander-in-Chief be appointed to act as Naval Instructors, provided they pass satisfactorily an examination in subjects I. to IV., and VII. to IX., before competent Officers nominated for the purpose, and in the presence of a Captain or Commander. Such temporary appointments will, however, terminate on arrival in England.
  3. Naval Instructors will be retired at the age of 60 ; or at any age if they have not served for three years; or,
  4. they will have the option of retiring at the age of 55 and will be retired, irrespective of age, at discretion, if found physical physically, or from any other cause, unfit to serve.
  5. In Full-pay:
