Extract From Circular 18 C.W.

4th June 1877.

ENGINEER OFFICERS OF THE ROYAL NAVY OFFICERS

Her Majesty, by Her Orders in Council of 30th April 1877, having authorised certain alterations as regards the Engineer Officers of the Royal Navy, My Lords Commissioners of the Admiralty, in pursuance of the above authority, have been pleased to sanction the following changes

I. As relates to Chief Inspectors of Machinery.

Number to remain as at present, but their Full-pay to be increased from �1. 5s. to �1. 12s. a day, their Half-pay from 16s. to 18s. a day, and the maximum of their retired pay to be also increased from �450 as at present to �500 a year. All confirmed Junior Service from the age of 20 to count for retired pay according to the Scale given in Her Majesty's Order in Council of 22nd February 1870.

II. As relates to Inspectors of Machinery.

Their half-pay to be increased from 10s. to 178. a day, and all confirmed Junior Service from the age of 20 to count for retired pay according to the Scale given in Tier Majesty's Order in Council of 22nd February 1870.

III. As relates to Chef Engineers

No Chief Engineer to receive less retired pay than he would have been entitled to if he had continued to be Engineer up to the date of his retirement.

Chief Engineers who retire after 30 years' meritorious service on full-pay may at the discretion of the Admiralty be granted the rank of Inspector of Machinery.

Chief Engineers to be allowed to count all confirmed Junior Service from the age of 20 for retired pay, and for full-pay and half-pay according to the Scale given in Her Majesty's Order in Council of 22nd February 1870.

IV. As relates to Engineers.

To be retired at the age of 45, or at any age if they have not served for 5 years or have been found physically unfit for service. To be granted retired pay on the following scale:

Engineers qualified for promotion,
For each years service >on full-pay, �7 10s For each year's service on halt-pay, �3 15s.
Maximum to be �150
Engineers not qualified for promotion
For each year's service on full-pay, �6 10s. For each year's service on half-pay, �3 5s,
Maximum to be �130

Time of Assistant Engineers on probation not covered by Commission not to count for retired pay.

Engineers with a total of 20 years' service on full-pay may, at the discretion of the Admiralty, be granted upon retiring the rank of Chief Engineer, provided they are qualified for promotion and have served creditably.

V. As relates to Assistant Engineers.

To be retired at the age of 40, and at any age if they have not served for 5 years or have been found physically unfit for service, and to be granted retired pay on the following scale

  1. Under 3 years' service �20 a year.
  2. Above 3 years' service �25, and for each year's additional service on full-pay, �5, for each year's additional service on half-pay, �2 10s. Maximum to be �50
  3. Assistant Engineers on probation not covered ?????[not printed] not to count for retired pay.

All additional time granted for 1st and 2nd Class Certificates gained at the Royal Naval College to count in all respects as service as Assistant Engineer.

The number of Engineers and Assistant Engineers to be reduced so as eventually not to exceed 600, and the reduction to be effected as soon as practicable.

That the provisions relating to Engineers and Assistant Engineers in Her Majesty's Order in Council of 22nd February 1870 be cancelled.

That in the 16th Clause of the Pension Regulations established by Her Majesty's 's Order in Council of 12th February 1876 the words " Engineers and Assistant Engineers " be cancelled, and that the whole of Clause 15 with the exception of the last paragraph be also cancelled.

At the Court at Windsor,

The 27th day of November 1873.

Present : The Queen's most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 23rd of October 1878, in the words following, viz.:

Whereas by Your Majesty's Order in Council of 30th April 1877, Your Majesty was pleased to sanction the compulsory retirement at the age of 45 years of Officers holding the rank of Engineer:

And whereas we are now of opinion it may be desirable under circumstances of emergency to retain these Officers in Your Majesty's Service until they attain the age of 50 years: We humbly submit that under circumstances of emergency the present age for the compulsory retirement of officers holding the rank of Engineer may be extended to the age of 50 years, and that the optional age for retirement be 45 years.

And in consideration of the additional service that may be required of these Officers after the age of 45 years, increased retirement be granted to them on the following scale:-

Engineers qualified for promotion:

  1. For each year's service on Full Pay after the age of 45 years �7 10s.
  2. For each year on Half Pay after the age of 45 years �3 5s.
  3. Maximum to be �187 10s.

Engineers not qualified for promotion :

  1. For each year's service on Full Pay after the age of 45 years �6 10s.
  2. For each year on Half Pay after the age of 45 years �3 5s.
  3. Maximum to be �162 10s.

And further that power be reserved to us to suspend, under circumstances of emergency, the above provision under which an Engineer may at his option retire at the age of 45,

We do most humbly submit that Your Majesty will be pleased to sanction these our proposals, the expense that may be occasioned by the same being concurred in by the Lords Commissioners of Your Majesty's Treasury."

Her Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of Her Privy Council to approve of what is therein proposed ; and the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.
