Whereas we are of opinion that so long as His Royal Highness Prince George Frederick Ernest Duke of York, K.G., holds the rank of Captain in Your Majesty's Fleet, the number of Captains in Your Majesty's Fleet should be fixed at 176 instead of 175, as at present allowed :

We humbly beg leave, therefore, to submit that Your Majesty may be graciously pleased by Your Order in Council to sanction this arrangement.

The Lords Commissioners of Your Majesty's Treasury have concurred in this proposal.
