Instruction in Diving Abroad
Whereas Your Majesty was pleased by Your Order in Council of the 2nd February, 1884, to sanction payment of an allowance of 2s. 6d, an hour to Gunners of Your Majesty's Ships "Cambridge" and "Excellent," and to a Petty Officer or rating of Your Majesty's Ship "Asia " for instructing Divers:
And whereas we have had under our consideration a like service occurring abroad :
We beg leave to recommend that Your Majesty will be graciously pleased to direct that a similar allowance may be paid to any Gunner, Petty Officer, or other rating employed under water in giving instruction in diving whilst serving abroad.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence herein.

Allowance to Diving Instructor at Sheerness Gunnery School
Whereas Your Majesty was graciously pleased by Your Order in Council dated 2nd February 1884 to sanction payment of an allowance of Two shillings and six pence an hour to a Gunner R.N. at each of the Gunnery Schools at Portsmouth and Devonport for the Instruction of Divers ;
And whereas an Officer of similar rank has recently been appointed to the Gunnery School at Sheerness for duty as Diving Instructor ;
We beg leave therefore humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction a similar allowance being paid at Sheerness Gunnery School to the Gunner R.N. whilst giving Instruction in Diving ;

Petty Officers and Seamen Employed as Diving Instructors at Gunnery Schools
Whereas we are of opinion that the Gunnery Instructors, employed in the Gunnery Schools for diving instruction, would be more usefully employed elsewhere as Gunnery Instructors, an advanced knowledge of Gunnery not being essential to men employed as Instructors in Diving.
We beg leave to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the following arrangement : -
A Chief or other Petty Officer or Leading Seaman or Seaman who may possess the necessary qualification as diving instructor may be employed in lieu of a Gunnery Instructor in each of the Gunnery Schools, with an allowance of 8d. a day, similar to that allowed to Artificer Diver Instructors under the regulations for the government of Your Majesty's Fleet.

Whereas by Your Majesty's Order in Council of 13th May 1887, the following scale of extra pay to Divers employed in Your Majesty's Fleet was established : -

Instructors in Diving and Artificer Divers in H.M. Fleet - Increase in pay
Whereas we are of opinion that in order to encourage men to qualify as Instructors in Diving, and as Artificer Divers in Your Majesty's Fleet, it is necessary to increase the pay for this duty.
We beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the substitution of the following scales of pay for those at present in force : -
- Gunners R.N. in charge of Instruction to be granted 3s. 6d an hour whilst under water, instead of 2s. 6d an hour as at present.

- That Artificer Divers when actually employed under water on mechanical work which ordinary Divers are not capable of doing, and when not paid a bonus or gratuity, be paid 2s. for the first hour, and 6d. for every subsequent half-hour, in addition to ordinary extra pay for diving as already provided.

Increase of pay to Artificer Divers
Whereas, by Order in Council of Her late Majesty bearing date the Twenty-sixth October 1899, sanction was given to a scheme of pay for men who qualified as Artificer Divers in Her Majesty's Fleet.
And whereas it has been found that the inducement offered to men, under this authority, to qualify for this rating has not proved so effective as was desired.
We are of opinion that in order to further encourage men to qualify as Artificer Divers, it is necessary to still further increase their pay for this duty.
We therefore beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the substitution, as from the 1st October 1902, of the following scale of pay of Artificer Divers in Your Majesty's Fleet for that at present in force : �
(a) That the daily pay as Artificer Diver be increased to 6d. in lieu of 1d. a day at present payable.
(b) That Artificer Divers when actually employed in diving, and not paid a bonus or gratuity for special work in connection with such employment, be paid as follows : �

(c) That Artificer Divers, when actually employed under water on a purely mechanical piece of work which the ordinary diver is not capable of efficiently performing, and when not paid a bonus or gratuity, be paid half a day's pay of their substantive rating for every hour and proportionately for parts of an hour, in addition to the extra pay for the several depths.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
