Improvement in Position and Pay of Blacksmith Ratings.

Whereas we have had under our consideration the position and remuneration of Blacksmith ratings in Your Majesty's Fleet :

And whereas we are of opinion that in order to secure the entry of a sufficient number of suitable candidates it has become necessary to improve the position and increase the pay of this class of ratings:

We beg leave, therefore, humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction (1) the gradual abolition of the rating of Blacksmith's crew by such temporary arrangements as may seem to us desirable in regard to the men now holding that rating ; and (2) the creation of a Second Class Petty Officer�s rating of Blacksmith�s Mate.

We further beg to recommend the following scales of pay for Blacksmith's Mates and Blacksmiths, and that the revised scales should take effect from the 1 January, 1893 : -

  a day  
  s. d.  
Blacksmith's Mates 2 9 for Continuous Service Men
Blacksmith's Mates 2 3 Non-Continuous Service Men.

  a day    
  s. d.    
Blacksmiths 3 0 for Continuous Service Men -
Blacksmiths 3 4 for Continuous Service Men after 5 years service in the rating

The Lords Commissioners of Your Majesty's Treasury have concurred in this proposal.
