Whereas by Your Majesty's Orders in Council dated the 31st March 1864, 15th October 1872, 28th June 1880, and 3rd May 1882, certain Regulations were established for Officers of the Royal Naval Reserve, and whereas we are of opinion that it is desirable to revise the said Regulations, more especially in regard to the qualifications of Officers for Retired and Honorary Commissions in the Royal Naval Reserve :
We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the alteration of the Regulations now in force as shown in attached Schedule.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in the proposed alterations.

CHAPTER IV. Articles (12) to (22).
Cancel the whole Chapter and substitute : -
IV.- Qualifications for Retired and Honorary Commissions in the Royal Naval Reserve.
Retired and Honorary Officers,
(12.) In addition to the Officers of the Reserve on the Active list, there shall be a class of Retired Officers of the Reserve of the ranks named below, viz. : -
Retired Captains.
Retired Commanders
Retired Lieutenants.
Retired Sub-Lieutenants.
Retired Chief Engineers.
Also the following Honorary Officers, viz. : -
Honorary Paymasters.
Honorary Assistant Paymasters.
Retired Captains.
(13.) Retired Captains (not to exceed 10 in number)-
Officers who, whilst on actual service shall have distinguished themselves In action with the enemy will be eligible, at the conclusion of their service in the Navy, for promotion to the rank of Retired Captain of the Naval Reserve, at the discretion of the Lords Commissioners of the Admiralty.
Retired Commanders.
(14.) Retired Commanders-
The retired rank of Commander will be conferred, at the discretion of the Lords Commissioners of the Admiralty, on Lieutenants who have performed good service whilst on the Active List, but a Lieutenant will not be eligible for this promotion under 15 years' seniority in that rank unless he has been mentioned in despatches for meritorious service, or been employed in some special duty whilst serving in the Royal Navy, or in Merchant Ships employed in the service of the country.
Retired Lieutenants.
(15.) Retired Lieutenants -
(a.) Officers who have held Lieutenants' Commissions on the Active List, and are retired an account of age, non-service or physical unfitness. See Articles 70a, 71, and 75.
(6.) Officers who have held Sub-Lieutenants' Commissions on the Active List, provided they have served the qualifying time in command of a First Class Ship, and are retired on account of age, non-service or physical unfitness. See Articles 6, 70a, 71, and 75.
Retired Sub-Lieutenants.
(16.) Retired Sub-lieutenants -
Officers who have held Sub-Lieutenants' Commissions on the Active List and retired on account of age, non-service or physical unfitness. See Articles 70a, 71, and 75.
Retired Chief Engineers
(17.) Retired Chief Engineers -
Engineer Officers of the Reserve who have held Commissions on the Active List as Senior Engineer or Engineer for not less than 10 years, retired on account of age or physical unfitness.
Retired Senior Engineers.
(18.) Retired Senior Engineers -
Officers who have held Commissions on the Active List as Senior Engineer or Engineer for over five years, retired on account of age or physical unfitness.
Retired Engineers.
(19.) Retired Engineers -
Officers who have held Commissions on the Active List as Engineer or Assistant Engineer for five years, retired on account of age or physical unfitness.
Retired Officers not to drill or embark.
(20.) The Officers on the Retired List will not be required to undergo drill, nor will they be liable to be called out for active service, except in cases of emergency.
New Commissions not issued.
(21.) New Commissions will not be issued to Officers retired from the Active List, but notice of retirement will be given.
Honorary Paymasters and Assistant Paymasters.
(22.) Honorary Commissions will be given only to the following gentlemen officially connected with the Royal Naval Reserves, who, while holding office, will be ex officio Honorary Paymasters or Assistant Paymasters, according as they possess the following qualification, viz. : -
(a.) Honorary Paymasters. - Officers of 10 years' combined service as Registrar and Deputy Registrar, five years of such service to be as Registrar, and not less that 30 years of age.
(6.) Honorary Assistant Paymasters. - Officers of five years' service as Registrar or Deputy Registrar, and not less than 25 years of age.
2. These gentlemen, on ceasing to hold office, will retain their Honorary rank.
3. These regulations will not alter the status of Honorary Officers at present on the List, of whatever rank, who have not served on the Active List.
(22a.) Retired or Honorary Officers must send annually, between 1st January and 31st March, a notification to the Registrar General of Seamen of their addresses ; otherwise their names will be removed from the lists.
Add new Article (39a.) :-
(39a.) Officers who are in receipt of retainer will be expected to go through a course of not less than three weeks in one of the Gunnery Ships once in every four years at least, if possible.
Article (38.) - Add new paragraph : -
3. The higher Retainer of �26 will not be given to Officers who served for their twelve months' training in the rank of Midshipmen or Acting Sub-Lieutenant, until they have, subsequently, as Sub-Lieutenant or Lieutenant, passed a satisfactory qualifying course on board one of the Gunnery Ships.
This clause will govern the cases of Officers promoted to the rank of Lieutenant on and after the date of Order in Council Articles 48, 72, and 75. - Cancel the word " Honorary," and
substitute "Retired."
Add new Article (70a.) : -
(70a.) Officers who are physically unfit for the service will be placed on the Retired List.
