Whereas Your Majesty was graciously pleased by Your Order in Council of the 15th day of March 1893 to sanction the following scales of pay to the Blacksmith and Leading Stoker ratings in Your Majesty's Fleet, viz. : -

And whereas, after further consideration, we are of opinion that it is desirable still to give opportunities to men to enter or to remain in Your Majesty's Fleet as Blacksmiths and Leading
Stokers for non-continuous service.
We beg leave, therefore, humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the following rates of pay for non-continuous service in the following ratings, viz. : -
