Whereas We have had under our consideration the rule laid down in the Regulations for the government of Your Majesty�s Fleet under which two years' service at Sea is required as a Qualification for the advancement of a Sick Berth Attendant to the rating of Second Sick Berth Steward, or for the advancement of a Second Sick Berth Steward to the rating of Sick Berth Steward.
And whereas we are of opinion that all Service, whether on Shore or at Sea, should be considered equally qualifying for such advancements. We humbly beg leave to submit that Your Majesty will be graciously pleased by Your Order in Council to sanction the abolition of the rule requiring two years' service at Sea as a qualification for advancements made on or after 1st October 1893 to the ratings in question.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
