Re-Arrangement of Seniorities of Naval Cadets.

Whereas Naval Cadets entered before November 1887 had to serve five years before passing in Seamanship for the rank of Lieutenant in Your Majesty's Fleet.
And whereas, in consequence of the limits of age for entry having been raised, the period of service before passing in Seamanship was shortened to 4 years, 9 months, for those entered from the examinations in November 1887 and June 1888 ; and to 4 years, 6 months, for those entered subsequently.
And whereas this arrangement will cause certain Officers to pass over the heads of others who are properly their seniors, if no steps be taken to prevent it.
We therefore beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction such re-arrangement of the Seniorities of the Officers who would otherwise be unjustly affected, as will prevent injustice to them or to any other Officers.
The Lords Commissioners of Your Majesty's Treasury have concurred in this proposal.
