Whereas by Article 2566 of the Regulations for the Government of Your Majesty's Naval Service, two years* service in seagoing Ships as Fleet, Staff, or Chief Engineer, in charge of Engines, is a necessary qualification for promotion to the rank of Inspector of Machinery in Your Majesty's Fleet.
And whereas we are of opinion that the foregoing qualification should be dispensed with in the cases of Officers who for the benefit of the Service have held certain important appointments at Head Quarters and in the Dockyards during, and since the year 1888, when the qualification in question was laid down.
We beg leave therefore humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to approve of the qualification being dispensed with in the cases of officers who have held from the 2nd April 1888 up to the present date, the positions of Chief Engineer, or Assistant to Chief Engineer of a Dockyard, or an equivalent position at the Admiralty.
The Lords Commissioners of Your Majesty's Treasury have concurred in the foregoing proposal
