Torpedo Allowances to Warrant Officers on Passage

Whereas by Article 1413, Clause 3. of the Regulations established for the government of Your Majesty's Naval Service it is provided that payment of Torpedo Allowance is to be continued, with our sanction, to Lieutenants while on passage in any of Your Majesty's Ships or in any Hired Vessels, in all cases in which such Officers are performing the duties, and whereas it is occasionally found necessary to employ Torpedo Warrant Officers under similar circumstances.
We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to approve of these latter Officers being similarly dealt with ; this regulation to take effect from 1st January 1892.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
