Entry of Assistant Engineers for Temporary Service

Whereas the consideration of the requirements of Your Majesty's Navy in regard to Engineer Officers has made it apparent that the number of Engineer Officers on the active list is insufficient for the needs of Your Majesty's Service, and whereas we are of opinion that steps should be taken immediately with a view of supplying the deficiency in the shortest space of time.
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the entry of Assistant Engineers for temporary service, under the following regulations as to pay, half pay, transfer to the permanent list of Engineer Officers, and Gratuity on discharge if not so transferred.

After 4 years' service as Assistant Engineer for temporary service to be allowed to present himself for the prescribed examination for the rank of Engineer R.N., and if he passes, to be promoted after 6 years' service to the rank of Engineer on the Permanent List, provided his conduct as regards zeal and ability has been in all respects satisfactory. In such case his seniority as Engineer to date from the day on which he is promoted. Two years of his temporary service to be allowed to count as Junior service for increase of full and half pay, and retirement in the senior rank of Chief Engineer, &c., and as Commissioned Service for Widows' Pension.
An Engineer promoted from the list of Assistant Engineers for Temporary service to be treated in all respects as other Engineers except as to counting Junior service, as provided above.
If an Assistant Engineer for temporary service fails to qualify for promotion, or his conduct as regards zeal and ability has not been sufficiently satisfactory on completion of 6 years' service to justify his promotion to the rank of Engineer, he is not to be retained in the service, but is to be discharged without pension or gratuity.
An Assistant Engineer for temporary service to be liable to immediate discharge for misconduct or incompetency, without a gratuity. He is also to be liable to discharge at any time if his services are no longer required, but in such case, if he has served for not less than 2 years, he is to be awarded a gratuity of six months' pay, provided his conduct has been in all respects satisfactory.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these rules.
