Regulations for the Entry and Employment of Temporary Assistant Paymasters

Whereas we have had under our consideration the question of providing Your Majesty's Navy with Accountant Officers in time of war or emergency, and whereas we are of opinion that it is desirable to establish Regulations for the entry and employment of Temporary Assistant Paymasters, we would humbly recommend that Your Majesty may be graciously pleased to sanction by Your Order in Council the annexed Regulations.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposed Regulations.

Regulations for the Entry and Employment of Temporary Assistant Paymasters.

1. No Candidate will be eligible for appointment as Temporary Assistant Paymaster who is less than twenty-five or more than thirty years of age.

2. Every Candidate will be required to pass a medical examination before the Medical Director General of the Navy, and must be found physically fit for the Royal Navy before going up for the further examination referred to in paragraph 4.

He must be in good health and free from any physical defect of body, impediment of speech, defect of sight or hearing, and also from any predisposition to constitutional or hereditary disease or weakness of any kind, and in all respects well developed and active in proportion to his age. The cases of short-sighted candidates, in other respects fit, will be specially considered.

The decision arrived at by the Medical Officers will be considered final, subject to their Lordships� approval.

3. Every candidate will be required to produce : -

  1. A Registrar's Certificate of birth - Certificate of baptism will not be accepted) or declaration thereof made before a Magistrate.
  2. Certificates of good conduct from his previous employers. It is desirable that certificates of any public examination, e.g., University Local Examinations, &c. which he may have passed, should also be produced and that the Candidate is able to swim.

4. Every Candidate will be examined in : -

  1. Arithmetic (including vulgar and decimal fractions and methods of calculating exchange).
  2. Writing from Dictation in a good clear hand.
  3. Correspondence ; (ability to write a clear letter, &c.)

5. Temporary Assistant Paymasters will receive pay as Assistant Paymasters, Royal Navy, of nine years' standing, viz., 10s. a day, and will be entitled to a yearly increment of sixpence per diem until a maximum of 11s. 6d. per day is reached. They will be eligible for the usual allowance of 2s. 6d. per day, if appointed to a ship for charge of Accountant Officers* duties.

6. They are not eligible for pensions except for wounds or injuries received on duty, but the widows of such Officers killed on service may be granted pensions. Pensions granted under these circumstances will be at the same rates as for Assistant Paymasters, Royal Navy, over nine years.

7. They are not eligible for promotion, and will rank with Assistant Paymasters, Royal Navy, according to seniority. They will mess in the Ward Room and pay the usual contribution of two shillings a day.

8. The period of a Temporary Assistant Paymaster's engagement will, generally, be for two years, but they may, at option, be retained for any period not exceeding five years. The Lords Commissioners of the Admiralty reserve to themselves the right to dispense with their services at any time, if they think fit.

9. On discharge they will receive a gratuity not exceeding one month's pay exclusive of charge pay, or other allowance for each year's service, provided that their conduct has been in all respects satisfactory. This gratuity will not be payable to an officer discharged for misconduct or inefficiency ; the case of an officer discharged at his own request will be specially considered by Their Lordships.

10. Temporary Assistant Paymasters must provide themselves, at their own expense, with the following uniform : -

No. 4 Frock Coat ; No. 5 Undress ; No. 7 Mess Undress } As in the Uniform Regulations.

White shirts. Black ties, black boots.

11. Application for employment as Temporary Assistant Paymaster, Royal Navy, should be addressed : -
