Entry of Ratings at Short Notice in Time of War or Emergency

Whereas we have had under our consideration the desirability of our being empowered to enter at short notice such ratings as may be required to meet any sudden expansion of Year Majesty's Fleet which may become necessary in time of war or emergency.

And whereas we are of opinion that it may be found impracticable to obtain the men required for naval rates of pay alone.

We beg leave, therefore, humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following proposals for their employment : -

  1. That men of all ratings may be engaged at the current wages of the day if they cannot be obtained for naval rates of pay alone, the proposed rates being submitted to the Lords Commissioners of Your Majesty's Treasury for their previous sanction whenever practicable, but if not at the first opportunity for their covering sanction.
  2. That men so entered may receive the usual Clothing and Bedding Gratuities granted to Continuous Service men joining Your Majesty's Navy and such Gunnery, Torpedo, or other allowances as they may become qualified for.
  3. That men engaged upon these terms shall be entered for temporary service only and shall have no claim to pensions except for wounds or injuries received on duty.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
