Whereas Your Majesty was graciously pleased by Your Order in Council, dated 28th October 1892, to re-establish the rating of Seamen Class Bugler in Your Majesty's Navy with extra pay of 1d. a day from the date of the Boys, qualified as Bugler, leaving the Training Ships.

And whereas we are of opinion that such payment of extra pay of 1d. a day should be paid to the Boys from date of qualification as Bugler, instead of from the date of leaving the Training Ships, We beg leave to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the foregoing proposal, to take effect from the 24th August 1894.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal, which is nevertheless most humbly submitted.
