Whereas we have had under consideration the conditions under which Officers and men are called upon to serve in Torpedo Boat Destroyers ;

And whereas we are of opinion that some pecuniary allowance should be made to them in consideration of the discomfort caused to themselves and the wear and tear to their clothes by such service ;

We beg leave therefore to recommend that Your Majesty will he graciously pleased by Your Order in Council to sanction the issue of Extra Pay at one half of the rates laid down in Class III. Article 1490, of the Queen's Regulations and Admiralty Instructions to Officers and men during the whole time a Torpedo Boat Destroyer is in Commission.

The Lords Commissioners of Your Majesty�s Treasury have concurred in this proposal
