Employment in Royal Navy of Lieutenants, Royal Naval Reserve, Who Have Undergone 12 Months' Training

Whereas under Chapter VII. of the Regulations for the Royal Naval Reserve (Officers) which have received the sanction of Your Majesty in Council it is provided that Officers of the Royal Naval Reserve who possess the requisite qualification may be allowed to go through 12 months' training in Navigating or other duties in Your Majesty's Fleet, receiving in addition to their pay :-
- Half the allowance for equipment which they would receive if called out by Proclamation for service in Your Majesty's Fleet.
- Messing allowance of 2s. a day for Officers of Ward Room rank.
And whereas we are of opinion that we should be empowered to employ, in such numbers as may appear to us desirable, Lieutenants of the Royal Naval Reserve who have gone through 12 months' training, and may volunteer to serve in lieu of Lieutenants of Your Majesty's Navy, for periods of one, two, or three years, provided that the Lieutenants of Your Majesty's Navy and Lieutenants, Royal Naval Reserve (so employed) do not together exceed the total number of Lieutenants authorised for service in Your Majesty's Navy. We beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the employment of Lieutenants Royal Naval Reserve, in the manner proposed. Further that such Officers shall receive while so employed : -
- The usual rate of pay while undergoing 12 months' training in Your Majesty's Fleet.
- Equipment fees according to the following scale for each year of service :

| If in a rank two grades higher than that in which they underwent 12 months' training |

- Messing allowance. Officer of Ward-room rank, 2s. a day.
- When employed on Navigating duties the usual Navigating allowance provided for in Article 63 of the existing Regulations for the Royal Naval Reserve (Officers).
We also beg leave to recommend that the cases of certain Officers of the Royal Naval Reserve, who have already been employed for a period of service under a misapprehension of the existing regulations, may be considered as being governed by the proposed new regulations. We would further beg leave to recommend that we may be empowered to extend to Officers of the Royal Naval Reserve the provisions of Article 803, Clause 5, of the Regulations for the government of Your Majesty's Naval Service under which an Officer, who obtains a First Class Certificate in Gunnery or Torpedo, may at our discretion be appointed to Ships not bearing a Gunnery or Torpedo Lieutenant, according to the subject or subjects in which he obtains a First Class, and while so employed is entitled to receive 1s. a day in addition to his pay. The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in the foregoing proposals.
