Junior Service of Engineer and Accountant Officers Counting Towards Increase of Pay

Whereas it is enacted by Clause 3 of Your Majesty's Order in Council of 17th September 1886 and by Articles 226 and 227 of Your Majesty's Regulations for the government of Your Majesty's Naval Service that as regards Engineer and Accountant Officers in future attaining the Senior Grade, no one passed over on account of unsatisfactory conduct or failure to qualify for promotion, but who is ultimately promoted, shall be allowed to count for any purpose his Junior Service subsequent to the date of being passed over ; And whereas we are of opinion that the enforcement of this Regulation in its entirety would be most detrimental to the interests of such Officers as are, through the exigencies of the Service or other causes beyond their own control, compelled to continue serving in the Junior Rank after eventually receiving their promotion to the Senior Grade ;
We beg leave to recommend that Your Majesty will be graciously pleased by Your Order in Council to authorise Junior Service of Engineer and Accountant Officers, subsequent to the date of promotion to the Senior Grade only, to count towards increase of full, half and retired pay in eases in which we consider the Officers deserving of such consideration, and that this Regulation should have effect from 1st April 1885, the date on which Your Majesty's Order in Council of 17th September 1885 came into operation.
The Lords Commissioners of Your Majesty's Treasury have assented to these proposals.
