Whereas we are desirous of equalising the pay of the several Chief Petty Officers now employed as Draughtsmen under Your Majesty's Order in Council of 26th September, 1891, in Your Majesty's Torpedo School Ships, and the Gunnery School Ship at Portsmouth, which pay (being dependent on the ratings formerly held by the men) varies from 3s. 2d, a day in the "Excellent " to 7s. 6d a day in the "Vernon" ; and whereas we consider that men employed as Draughtsmen should hold a substantive rating indicative of the nature of their work, and moreover that such work would be fairly remunerated by pay of 4s. a day ; We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council
to establish the substantive rating of Draughtsman in Your Majesty's Navy to be a Non-Continuous Service Chief Petty Officer rating, with pay of 4s. a day, from 1st April, 1895.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence herein.
