Allowance for Procuring Fuel to Gunnery Instructors Lent to Royal Naval Reserve Batteries

Whereas by Your Majesty's Order in Council of 21st October 1890 an Allowance was authorised to be paid to Officers and Men of Your Majesty's Coast Guard, to cover the cost of procuring Fuel at their Stations as follows, viz. : -

"That, whatever may be the cause of the high price of fuel, the Chief Officer and Men at any Station be each paid the difference between 25s. a ton, on four tons of coal, or the equivalent in turf, per man, per annum, and the actual cost thereof, provided such cost, including carriage, has in each case reached or exceeded 28s. a ton, and provided the allowance in no case exceeds twopence a day per man.''

And whereas there are certain men of Your Majesty's Fleet (Gunnery Instructors) lent to do duty at Royal Naval Reserve Batteries who are living at the Coast Guard Stations and who are, in our opinion, equally entitled to this Allowance, we beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to extend the payment to them under the before mentioned conditions. The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

Pay of Chief Boatmen in the Coast Guard

Whereas the pay of Chief Boatmen employed in the Coast Guard on shore is fixed at 2s. 2d. a day, the rate for Petty Officers 1st Class of the Royal Navy, with whom Chief Boatmen rank when afloat.

And whereas we are of opinion that it is desirable that the increase of pay of 3d. a day, which was granted to Petty Officers 1st Class, after four years' service as such, by Your Majesty's Order in Council of 19th May 1884, should be extended to Chief Boatmen of the Coast Guard after four years' service in that rating.

We beg leave to recommend that Your Majesty may be graciously pleased to direct, by Your Order in Council, that Chief Boatmen employed in the Coast Guard on shore shall, after four years' service as such, receive pay at the rate of 2s. 5d. per day, instead of 2a. 2d. as hitherto, such increased rate of pay to take effect from 1st December 1896.

Pensions of Coast Guard Officers and their Widows

Whereas we are of opinion that an alteration is desirable in the scales according to which pensions are at present granted respectively to -

  1. Chief Officers of Coast Guard Stations
  2. Divisional Chief Officers of the Coast Guard, and Chief Officers of the Coast Guard in charge of Royal Naval Reserve Batteries
  3. The widows of Divisional Chief Officers, or of Chief Officers in charge of Royal Naval Reserve Batteries ;

We therefore beg leave humbly to submit that Your Majesty may be graciously pleased by Your Order in Council to sanction the scales contained in the following schedules : -

Schedule I.

  Annual Pension for each year's as Seaman and Petty Officer. Annual Pension for each year's above the rank of Petty Officer. Maximum for service only Minimum for service only

Schedule II.

For widows of Divisional Chief Officers or Chief Officers in charge of Royal Naval Reserve Batteries A pension of �30 a year,

We beg leave also humbly to recommend that, as regards the minima fixed by Schedule I., Your Majesty's Order in Council may be so far retrospective as to cover certain recent cases in which the pensions awarded under existing regulations are less than �45 per annum.

And further that power be reserved to the Admiralty to award pensions, under the scale now in force for Seamen, in cases where it would be for the benefit of the Officers to be pensioned on the scale for Seamen, service in the ranks of Chief Officer and Divisional Chief Officer being allowed to reckon as Superior Petty Time under Article 2141 of the Regulations for the government of Your Majesty's Naval Service.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Employment of Commanders and Chief Officers in place of Lieutenants in Coast Guard Divisions

Whereas by Your Majesty's Orders in Council of the second day of February 1884, and the third day of May 1888, certain rates of remuneration were established for Officers and others of the Coastguard Force, and the remuneration attached to the post of Divisional Officer at certain stations was laid down, and Whereas we are of opinion that certain Divisions of the Coastguard now in charge of Lieutenants of Your Majesty's Navy are of such size and importance that they might with advantage be placed in the charge of Commanders of Your Majesty's Navy, whilst on the other hand certain Divisions now in charge of Lieutenants, might in our opinion be placed in charge of Chief Officers of Coast Guard ;

And whereas the employment of a larger number of Officers of the rank of Commander in such appointments will occasion increased expense, we would most humbly submit that Your Majesty will be graciously pleased to authorise us at our discretion to employ Commanders and Chief Officers in place of Lieutenants in such Divisions as may in our opinion be suitable.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.


Admiralty Order in Council No. 113

Employment of Coast Guard Men on work in connection with Works Department at Special Rate of extra Pay of 6d. per hour

Whereas we have had under consideration the advisability of employing Coast Guard men on work of a light nature, in connection with the Works Department, where it is difficult to get labour, or where labour is only procurable at excessive cost.

We beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction such employment when necessary at a special rate of extra pay of 6d. per hour on the understanding that the employment will be voluntary on the part of the men, and will not be allowed to interfere with their Service duties.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

Divisional Chief Officers of Coast Guard and Chief Officers of Coast Guard Stations, including those appointed from Cruiser Service � Revised rates of pay

Whereas we have had under consideration the rates of pay allowed to Divisional Chief Officers of Coast Guard and Chief Officers of Coast Guard Stations.

And whereas we are of opinion that the existing rates of pay for these Officers should be revised.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the rates of pay for Divisional Chief Officers of Coast Guard, and Chief Officers of Coast Guard Stations being fixed as follows � to take effect as from the 1st April 1903:�

Divisional Chief Officers 10s. a day.
Chief Officers of Coast Guard Stations
On appointment 6s. a day.
After 5 years 7s. a day.
After 10 years 8s. a day.

We further beg leave humbly to recommend that Senior Mates and Chief Officers of Cruisers who may in future become Chief Officers of Coast Guard Stations should not, as at present, be allowed to carry their Cruiser rates of pay with them, but should receive the rates of pay laid down herein.

Whereas Officers and men of Your Majesty's Navy who may be employed in the Coast Guard Service on shore now hold relative Naval Rank according to the following table, viz. : �

The above revised regulations to take effect as from the first April 1903.

Scale of Pensions to Widows of Coast Guard Officers revised and award of Compassionate Allowances to Children.

Special Pensions, &c. in the cases of Coast Guard and Warrant Officers whose deaths are attributable to the Service

Whereas by an Order in Council of Her late Majesty bearing date the 26 July 1866, a scale of Pensions was fixed for the Widows of Chief Officers, Senior Mates, and Second Mates of Coast Guard Cruisers.

And whereas we are of opinion that those rates should be revised and provision made for Compassionate Allowances to the Children of the said Chief Officers, and Senior and Second Mates.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following scale of Pensions to the Widows and Compassionate Allowances to the Children, viz. : �

the present right of Senior Mates' Widows to a pension of 35 pounds being restricted to the Widows of such Second Mates and Senior Mates as shall have married before the date of this Order.

We further beg leave humbly to recommend that these amendments may be made so far retrospective in their action as to include the case of the Widow and Children of the late Mr. Charles Culley, Chief Officer of Coast Guard Cruiser who was drowned when Your Majesty's Cutter "Active" foundered on the 13th November 1901.

We further beg leave humbly to recommend that special Pensions may be provided for the Widows of Divisional Chief Officers of Coast Guard and Chief Officers of Royal Naval Reserve Batteries at the rate of forty-five pounds if the Officer is killed in action, &c., or forty pounds if drowned on duty, and ordinary Compassionate Allowances of from five pounds to eight pounds to their children ; and that clauses 3 and 4 of Article 2196 of Your Majesty's Regulations may be amended so as to provide that Widows of the Officers mentioned therein (including Coast Guard Officers) of less than one year's service, whose death is attributable to the Service, may be eligible for a special rate of Pension.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.


Admiralty Order in Council No. 85

10th August 1904.

Allowance to Coast Guard Station Signalmen independent of advancement to the substantive rating of Commissioned Boatman

Whereas we have had under consideration the Allowances payable to Signalmen in Your Majesty's Coast Guard Service.

And whereas we consider it desirable that such Allowances should be independent of any advancement to the substantive rating of Commissioned Boatman.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorise the payment to Station Signalmen of an Allowance at the rate of 2d. a day, capable of being received together with the pay of Boatman or Commissioned Boatman.

We further beg leave to recommend that such Allowance should be retained only so long as the duties of Station Signalman are actually performed, but should not be payable concurrently with any special allowance for duty at a Wireless Telegraph Station.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
