Gratuities to Officers Who Obtain Certificates As Interpreters In Russian

Whereas we have had under our consideration the desirability of encouraging Officers of Your Majesty's Royal Navy and Royal Marine Forces to acquire a knowledge of the Russian language.
And whereas it has been brought to our notice that Officers of Your Majesty's Army, who obtain certificates qualifying them to act as Interpreters in this difficult language receive a gratuity of �125, with a possible addition of �75 in five years.
We are of opinion that Officers of Your Majesty's Navy and Royal Marine Forces who may be similarly qualified, should also receive a substantial gratuity, and we beg leave, therefore, to recommend that Your Majesty may be graciously pleased to sanction by Your Order in Council : -
- The payment of a gratuity of �150 to an Officer of the Royal Navy or Royal Marine Forces who obtains a First Class Certificate as Interpreter in the Russian language.
- The payment of �75 to any Officer who succeeds in obtaining a Second Class Certificate.
- The payment of �75 to any Officer, who being already in possession of a Second Class Certificate, and having received the gratuity of �75, may on further examination obtain a First Class Certificate.
The Lords Commissioners of Your Majesty�s Treasury have signified their concurrence in these proposals.
