Subsistence Allowance to Seamen and Marines While Travelling

Whereas the scale of subsistence allowance shown under Article 1,522 of the Regulations for the government of Your Majesty's Naval Service does not provide for any payment for meals to men travelling on duty for periods of less than 9 hours ;
And whereas we are of opinion that when a Commanding Officer of a Ship is satisfied that expenses for subsistence have been necessarily incurred by Petty Officers, Non-Commissioned Officers, Seamen and Marines when travelling singly, and boys for journeys extending to 5 hours but not reaching 9 hours, an allowance, not exceeding 1s., should be paid to each person, compensation in lieu of provided victualling has not been granted ;
We beg leave therefore to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction payment of this allowance.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
