Clothing and Bedding Gratuities to Boys

Whereas, in order to reduce the number of Boys to be accommodated in Your Majesty's Training Ships, it has been found necessary to shorten the period during which the Boys under training remain on board ; and whereas they will nevertheless have to provide themselves with the same kit as formerly, although, owing to the shortened period of training, their earnings will be considerably diminished ;

We, having in view the importance of ensuring that Boys should leave the Training Ships free from debt, and the detrimental effect upon Recruiting that any reduction of the privileges of receiving pocket-money; allotting wages to parents, &c., would have ; and to enable them to meet their liabilities in spite of their lessened wages, are of opinion that the Clothing and Bedding Gratuities, with which they are now credited, should be increased from �8 10s. (Eight Pounds, Ten Shillings) to �10 (Ten Pounds).

We, therefore, beg leave to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction this increase in the said Gratuities, in the case of Boys entering on or after the First day of September, 1895, on which date the shortened Course in the Training Ships came into force.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
