Number of Warrant Officers Increased, and Regulations as to their Pay, Allowances, &c. Amended

Whereas by Your Majesty's Order in Council of the 2nd of February 1895 and the 8th of March 1895, the establishment of Chief Gunners, Chief Boatswains, Chief Carpenters was fixed at the following numbers : -

And whereas in view of the rapid expansion of Your Majesty's Fleet and of the increasing number of Seamen which have become necessary as a result of such expansion; we are of opinion that the numbers recited above are no longer adequate to the requirements of Your Majesty's Service as it is essential that the proportion of such Officers to men which has hitherto existed shall be maintained, and that a considerable increase has become a necessity.
We beg leave to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to authorise us to increase the lists of these Officers to the following numbers, which it is anticipated will be sufficient to meet present requirements : -

And whereas we are of opinion that the present emoluments of these Officers are inadequate in view of the increased importance of the duties they are now called upon to perform, and further that the most highly educated and trained Officers should have some advantage over those who are less highly trained and are not qualified for Torpedo, Signalling, or other special duties :
We beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following rates of pay and allowances to take effect from 1st April 1896:

The Officers holding salaried appointments in shore establishments to be granted an addition of �26 a year to their present salaries.
Chief Gunners, Chief Boatswains, Gunners, and Boatswains, to be paid the following Gunnery, Torpedo, and Signal Allowances, under similar rules to those governing the allowances to Gunnery and Torpedo Lieutenants.

In vessels in Fleet Reserve at home, half rates only to be paid.
Chief Gunners (T), Chief Boatswains (T), Gunners and Boatswains (T), to receive an allowance for charge of their own Stores in Battle Ships, Cruizers, First and Second Class, and in such other cases as we may direct, according to the above scale, in addition to any other Store allowance payable.
Store allowances not to be payable to Officers when on passage or closing accounts.
Chief and other Gunners, and Chief and other Boatswains in seagoing ships in commission, in Harbour ships in commission abroad, and in certain stationary ships at home, in charge of other stores than their own (such as Chief Gunner or Gunner in charge of Boatswain's stores) to be paid at the same rates as at the present on the Store Accounts being passed, viz. : -

in addition to the allowance for charge of his own Stores.
The special payment of Store allowance to Chief and other Gunners and Boatswains in ships and Establishments at Home, payable under Your Majesty's Order in Council of the 16th of May 1893, to be continued except as amended by these proposals.
The following allowances to remain payable as at present : -
- Navigating Allowances, 2s. 6d., 2s., and 1s. 6d. a day, according to the rate of Command Money payable in the ship.
- Command Money when in Command, 2s. a day.
- Instructors in Training Ships or in other ships at our discretion, 6d, a day.
- Gunners when performing Gunnery Lieutenant's duties. 1s. a day.
Pensions and Compassionate Allowances to Widows and Children of Chief Gunners and Chief Boatswains retired as Honorary Lieutenants to be the same as those granted in the case of Junior Lieutenants.
The pensions of Widows of Chief Gunners and Chief Boatswains retired as such to remain as at present, and the ordinary Compassionate Allowances of �5 to �8 a year to be granted to the children.
The full pay and Store Allowances to Chief Carpenters and Carpenters, the Pensions to their widows, and the Compassionate Allowances to their Children, to be on the same scale, and under the same regulations as those herein laid down for Chief and other Gunners, and Chief and other Boatswains.
Chief and other Carpenters to receive tool money of 3d, a day except when borne for disposal on the books of a General Depot Ship as at present.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
