Discharge by Purchase - Revision of Scales of Payment


Admiralty Order in Council No. 119 .

29 June, 1896.

Whereas we have had under consideration the scale of payments to be made by Men and Boys serving under Continuous Service engagements, who are desirous of obtaining their discharge from the Royal Navy by purchase, which was sanctioned by Your Majesty's Order in Council of the 16th March 1892.

And whereas we are of opinion that this scale needs revision, in consequence of the increased Clothing and Bedding Gratuities now payable to Boys entering the Royal Navy in accordance with Your Majesty's Order in Council of 12th December 1895.

We therefore beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following scale of payments to be applied in future cases in which men and boys may be allowed to purchase their discharge from the Royal Navy : -

Boys

   
Boy 2nd Class (under 3 months) 4 together with any sums they have been credited with for outfit and bedding, which sums usually amount to from �6 to �10
Boy 2nd Class (over 3 months) 8
Boy 1st Class (under training) 12
Boy 1st Class (after leaving Training Ship) 15
Ship's Stewards' Boys and Boy Writers 10

Men

 

With less than 3 years' service from the age of 18

Except in the case of a man not trained in the Service from Boy who if allowed to purchase his discharge within 3 months of entry will be charged

After 63 years' Service from the age of 18 18
After 5 years' Service from the age of 18 12
After 16 years' Service from the age of 18 Free

We also beg leave humbly to recommend that Your Majesty will be graciously pleased by the said Order in Council to sanction that, provided a Man or Boy who has purchased his discharge, re-enters the service within six months of his discharge

and re-engages for twelve years, or to complete time for pension, he shall be entitled to repayment of one-half of the money he has paid for the purchase of his discharge.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
