Admiralty Order in Council No. 120,

29th June, 1896.

Stationery Allowances to Accountant Officers Increased, to provide for supply of Stationery to Medical Officers

Whereas it has hitherto been the practice for the Medical Officers of Your Majesty's Ships to be supplied direct with certain articles of Stationery required in the performance of their duties ;

And whereas we are of opinion that it is expedient that those Officers should in future be provided with Stationery, in the same manner as other Officers serving in Your Majesty's Ships, namely, out of the money Allowances granted to the Accountant Officers ;

We beg leave to recommend that Your Majesty will be graciously j)leased by Your Order in Council to sanction an increase of Five per centum per Annum in the Rates of those Allowances as laid down in Appendix XVI of the Regulations for the Government of Your Majesty's Naval Service, to take effect from the 1st April 1896.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

Stationery Allowance for Torpedo Boat Destroyers

Whereas Your Majesty was graciously pleased, by Your Order in Council dated the First day of May ]890, to sanction a special Stationery Allowance for Torpedo Boats at the rate of five shillings per boat for each period of commission not exceeding three months in duration ;

And whereas we are of opinion that this allowance is inadequate to meet the requirements of the larger class of vessels known as Torpedo Boat Destroyers ;

We beg leave to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction a Stationery Allowance at the rate of �4 per annum to the Officer in Charge of each Torpedo Boat Destroyer, when the vessel is commissioned otherwise than as a, tender, on similar conditions to those laid down for Torpedo Boats, viz, : -

that the allowance be paid quarterly in advance, i,e. �1 for each period of Commission not exceeding three months, and that in the event of the commission terminating within three months no refund be required either in money or in kind.

Stationery Allowances to Accountant Officers on Coast Guard District Ships and Royal Naval Reserve Drill Ships Increased

Whereas Your Majesty was graciously pleased by Your Order in Council of the 29th June 1896 to sanction an increase of Five per centum per annum in the rates of Stationery Allowances payable to Accountant Officers of Your Majesty's Ships as laid down in Appendix XVI. of the Regulations for the Government of Your Majesty's Naval Service, in consideration of Stationery being provided for Medical Officers out of those Allowances ;

And, whereas we are of opinion that the same arrangement should be extended to the Coast Guard District Ships, and the Royal Naval Reserve Drill Ships ;

We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction an increase of Five per centum per annum in the rates of the Stationery Allowances payable to Accountant Officers of these ships, under Table B, page 196, of the Coast Guard Instructions; to take effect from the 1st April 1896.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

Extra Allowance of �2 to Ships employed on Newfoundland Fisheries for provision of Stationery

Whereas it is found that the allowances for the purchase of Stationery made to Your Majesty's Ships, other than the Commodore's Ship, employed on the Coast of Newfoundland during the Fishery Season are insufficient to meet the necessary expenditure.

And whereas we are of opinion that an additional allowance of �2 per season, to be distributed among the Ships, as the Commodore may direct, should be granted.

We humbly beg to recommend that Your Majesty will be graciously pleased, by Your Order in Council, to sanction this additional allowance.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

Commander-in-Chief, China - Increase of Stationery Allowance from �55 to �70 per annum

Whereas it is found that the allowance of �55 per annum, drawn by the Commander in Chief of Your Majesty's Ships and Vessels in Chinese Waters for the purchase of Stationery, is insufficient to meet the necessary expenditure ;

And whereas we are of opinion that the allowance should be increased to �70 per annum, from the 19th February 1898, when the present Commander in Chief assumed the command ;

We humbly beg to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the increased allowance from the above date.

Increased Stationery Allowances on account of Signalling Requirements

Whereas we have had under our consideration the arrangements required in order to provide efficiently for systematic record, receipt, and distribution of messages in connection with the Signalling Service in Your Majesty's Navy :

And whereas owing to the development of this service, the use of considerable additional quantities of general stationery has become necessary :

We humbly recommend that Your Majesty will be graciously pleased to sanction, by Your Order in Council, the establishment of the following additional stationery allowance, viz. : -

* Flagships of the Mediterranean, Channel, and China Squadrons �10 each per annum for Signal Duties.
* Other Flagships and Commodores' Ships �5 each per annum for Signal Duties.
Captains' Commands �3 each per annum for Signal Duties.
Commanders' Commands �2 each per annum for Signal Duties.
Lieutenants' Commands and Commanders of Destroyer Divisions �1 each per annum for Signal Duties.

* To include the allowance of �1 10s. per annum now granted to ships carrying telegraph instruments (Appendix XVI, to the Regulations for Your Majesty's Navy),

the payments to be made to the Flag Officers, or to the Officers in command of the Ships, as the case may be.

Extra Allowance for Stationery for H.M. Ships when a Torpedo Boat Destroyer is attached as a Tender

Whereas it is laid down in Article 1693 of the Regulations for the government of Your Majesty's Navy that any supplies of stationery that may be necessary for vessels attached to Your Majesty's Ships as tenders are to be provided out of the allowances for stationery drawn by the Accountant Officers of the parent ships ;

And whereas it is found that the allowances granted are insufficient when torpedo-boat destroyers are attached as tenders ;

And whereas we are of opinion that an extra allowance at the rate of �3 3s. per annum should be paid, as from the 1st June 1900, to the Accountant Officer of the parent ship for the period during which a torpedo-boat destroyer is attached to it as tender ;

We humbly beg to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the extra allowance from the above date.

Chief of the Staff of the Commander-in-Chief, Mediterranean - Allowance of �10 per annum for Stationery

Whereas the duties attaching to the post of Chief of the Staff of the Commander-in-Chief of Your Majesty's Ships and Vessels in the Mediterranean entail a large expenditure of stationery for which no allowance is provided by the regulations for the government of the Royal Navy established by Order in Council of Her late Majesty ;

And whereas we are of opinion that an allowance of �10 per annum should be established as from the 12th of April 1900 ;

We humbly beg to recommend that Your Majesty will be graciously please 1 by Your Order in Council to sanction the allowance in this case, and in future similar cases whenever a Chief of the Staff is appointed.

Allowance for Stationery to Accountant Officer in charge of Flotillas, Torpedo Boats, and Torpedo Boat Destroyers

Whereas the regulations for the government of Your Majesty's Naval Service do not provide for payment of an allowance for stationery to an Accountant Officer specially appointed to render the accounts of Torpedo Boats or Torpedo Boat Destroyers when assembled as a flotilla for special service,

And whereas we are of opinion that an allowance of Six pounds per annum, payable from 1st April 1901, should be granted, and that an Officer so appointed should receive an advance of three months' allowance and should not be required to refund any portion thereof in the event of the flotilla being dispersed before the expiration of that period.

We humbly beg to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the establishment of this allowance.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

Allowances to Accountant Officers of Coast Guard Ships for Stationery to be at same rate as those provided for Accountant Officers of sea-going Ships

Whereas it is found that the allowance of �10 10s, per annum for the purchase of stationery provided in Appendix E. of the Coast Guard Instructions for Accountant Officers of Coast Guard Ships is inadequate now that the Coast Guard Ships are kept fully manned throughout the year ;

And whereas we are of opinion that Allowances for Stationery should now be paid to these Officers at the same rates as those provided in Appendix XVI. of the Regulations for the government of Your Majesty's Naval Service for Accountant Officers of sea-going ships commissioned for ordinary Naval service ;

We humbly recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction payment at these rates from the 1st October, 1901.

The Lords Commissioners of Your Majesty's Treasury have concurred in this proposal.

Special allowance for Stationery at a Rate not exceeding �15 a year to the senior officer of a Detached Squadron

Whereas it is occasionally found that the Allowance for Stationery drawn by the Accountant Officer of one of Your Majesty's Ships is insufficient to provide for the extra Stationery required by the Commanding Officer in carrying out the duties of Senior Officer of a detached squadron or of a division of a station ;

And whereas we are of opinion that in such cases we should be given discretion, as from 1st January 1902, to grant a special allowance for stationery at a rate not exceeding Fifteen pounds a year ;

We humbly recommend that your Majesty will be graciously pleased by Your Order in Council to sanction this proposal.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in the proposal.

Special Stationery Allowances

Whereas by Your Majesty's Order in Council of 11th June 1902 we were given discretion to grant a special allowance at a rate not exceeding Fifteen pounds a year for the purpose of providing the stationery required by a Commanding Officer in carrying out the duties of a Senior Officer of a Detached Squadron or of a Division of a Station ;

And whereas we are of opinion that this discretionary power should be extended to cover any case in which it may be necessary to vary an existing allowance for stationery or to establish a new one, within the same limit of Fifteen pounds ;

We humbly recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction this proposal.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in the proposal.
