Torpedo Warrant Officers Performing the Duties of Torpedo Lieutenants

Whereas by Your Majesty's Order in Council of the 6th February, 1882, a payment of one shilling a day was authorized in the case of Gunners in Your Majesty's Fleet, who may be called upon to perform Gunnery Lieutenant's duties in a ship in which a Gunnery Lieutenant is allowed in the complement, but is not borne.
And whereas we are of opinion that a similar allowance should be paid to Torpedo Warrant Officers under analogous circumstances, in view of the great responsibility which devolves upon them, when called upon to perform the very technical and important duties, which are usually performed by a Torpedo Lieutenant.
We beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council, to authorize the payment of an allowance of one shilling a day to a Torpedo Warrant Officer, when performing the duties of Torpedo Lieutenant, in a ship in which a Torpedo Lieutenant is allowed in complement, but not borne, provided that no Gunnery Lieutenant is borne at the time.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
