Retired Captains Allowed to Undergo Instruction in Torpedo and Gunnery

Whereas Your Majesty was graciously pleased by Your Order in Council of 7th February 1888 and 1st May 1890 to sanction certain arrangements for the remuneration of Retired Lieutenants and Commanders while undergoing instruction in Torpedo and Gunnery;

And whereas we are of opinion that Retired Captains should be allowed to undergo similar instruction, and to receive remuneration while doing so on the same principle as has been followed in the cases of Lieutenants and Commanders :

We beg leave therefore to recommend that Your Majesty may be graciously pleased by Your Order in Council to approve of Retired Captains undergoing training under the following conditions, viz. :

  1. Pay to be the Full Pay (without Command Money) of their rank on the Active List, unless such full pay is less than Retired Pay, in which case they should retain the latter - a reduction being made from the Full Pay of Officers who have commuted their Retired Pay, equal to the amount of their Retired Pay, or to so much of it as would have been abated had they not commuted ; such periods of training however, not to reckon as time for increase of Retired Pay.

This regulation to take effect from 1st April 1896.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
