We beg leave most humbly to represent, to Your Majesty that, having had under our consideration the pay and position of the Officer holding the Appointment of Secretary to the Admiral Superintendent of Naval Reserves ; we are of opinion that, in constitution and importance, the Fleet under the orders of the Admiral Superintendent of Naval Reserves is on an equality with the Squadrons commanded by Commanders-in-Chief ;
We therefore beg leave to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the award of a rate of full pay on the same scale as that authorized for Secretaries to Commanders-in-Chief to the Officer holding the position of Secretary to the Admiral Superintendent of Naval Reserves, in consideration of the important duties he is called upon to perform ; such rate to commence from the eighth day of October, 1896.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
