Allowance for Training of Homing Pigeons at Portsmouth

Whereas we have had under consideration the pay and position of Mr. William Barrett, Gunner, who is employed in connection with the training of Homing Pigeons at the Signal School at Portsmouth ;

And whereas we attach great importance to this work, which requires much judgment and discretion ;

We beg leave to recommend that Your Majesty may be pleased to sanction by Your Order in Council payment of an allowance of 1s, 6d. a day to Mr. Barrett for so long as he may be employed on this duty, payment to commence from 22nd September 1896,

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal
