Pay, Conditions of Retirement, &c. of Higher Ranks of Engineer Officers

Whereas by Your Majesty's Order in Council dated 4th July 1895 new rates of full and half pay were instituted for Engineer Officers of the higher ranks, viz., Chief Inspectors of Machinery, Inspectors of Machinery, and Fleet, Staff and Chief Engineers, combined with a change in the method of reckoning Junior Service in the cases of Fleet, Staff, and Chief Engineers, and higher maximum rates of retired pay were established for Inspectors of Machinery, and Fleet, Staff, end Chief Engineers ;
and Whereas we are of opinion : �
- That the maximum rate of retired pay of Chief Inspectors of Machinery should also be increased ;
- That officers compulsorily retired on account of disability arising from causes over which they have no control should, at our discretion, be allowed to retain the advantages of retirement under the conditions laid down by former regulations ;
- That the regulations as to the pay of Engineer Officers transferred from the temporary to the permanent list, and subsequently promoted to Senior Rank, should be brought into conformity with the rules governing the pay of other Senior Engineer Officers ; and
- That the rates authorised by Your Majesty's Order in Council of 4th July 1895, should be incorporated with the present proposals in one Order in Council
We beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the rates shown in the following Schedule, the same to take effect from the first day of April 1895. except as provided in Clause V. below.
The Lords Commissioners of Her Majesty's Treasury have signified their concurrence in these proposals.

- An addition of �10 to be made for each full year of additional service or its equivalent, but the same not to exceed 5 years, and a deduction of �10 to be made for each full year wanting to complete the periods specified, but the same not to exceed 10 years.
- An extra �10 per annum t) be given to Chief Inspectors and Inspectors of Machinery, for each year's service in those ranks, but the maximum rate of retired pay, as provided below, not to be exceeded.

- Officers to be allowed, at their option, to retire either upon the above scale or on the active Half -pay of their rank at the time of retirement.
- All Junior Service allowed by the regulations shall reckon as half full time in the Senior Rank for retired pay under the above Scale until the completion of 11 years' Senior Service and then in full.
- In the case, however, of an officer compulsorily retired, before completing 11 years' Senior Service, on account of disability arising from causes over which he had no control, he may be allowed, at our discretion, to count all his junior service for retired pay under the above scale, or, if more advantageous to him, for Retired pay upon the half pay scale in force up to 31st March 1895, viz. : �

IV.
Engineer Officers entered for temporary service, and transferred to the permanent list under Order in Council 26th August 1893 and 27th June 1894 shall, on promotion to the Senior Ranks, be eligible to receive full, half, and retired pay under Sections I., II., and III. hereof, subject to the following conditions ; �
- Those transferred to the permanent list by Order in Council 26th August 1893 to count Junior Service in the proportions specified, only from date of seniority as Engineer on the permanent list ;
- Those transferred to the permanent list under Order in Council 27th June 1894, to count Junior Service in the proportions specified, only from the completion of four years' service on the temporary list.
V.
Any officer on the Senior Lists on 1st April 1895 whose pay (either full or half) was then in excess of that hereby authorised shall be allowed to continue in receipt of the same until he is entitled to an increase under these regulations.
VI.
The following Order in Council in so far as they affect the full, half and retired pay of these officers, in all respects in which they are contrary to the provisions herein enacted, are hereby repealed, viz. : �
22nd February 1870 (Sections VIII. and IX. and the Scale of Retired Pay and clauses 1, 2 and 3 in Section X.).
