Number of Engineer Officers Increased, Introduction of a New Class of Engineer Warrant Officers Called "Artificer Engineers."

Whereas the Number of Engineer Officers authorised by Your Majesty's Order in Council of 30th April, 1894, to be borne on the Active List of the Navy is no longer adequate to meet the requirements of the Fleet in consequence of its gradual and continued increase ;
And whereas we are of opinion that the future requirements of the Fleet should be provided for, temporarily, by the addition of fifty Engineer Officers, of Commissioned rank, to the Active List; and by the introduction of a new class of Engineer Warrant Officers, whereby promotion will be afforded to deserving Engine-Room Artificers of long and meritorious service ;
We therefore beg leave to recommend that Your Majesty may .be graciously pleased by Your Order in Council to sanction the number of Engineer Officers on the Active List of the Navy being fixed at 950, viz : �

We further beg leave to recommend the introduction of the following Regulations for Warrant Officers in the Engine-Room Department.
Title.
Artificer Engineer.
Qualifications.
To be selected from Engine-Room Artificers, or Chief Engine-Room Artificers of at least ten years' confirmed service, who are not less than 35 years of age, and have passed the prescribed Examination.
Rank.
To rank with Carpenters according to the dates of their respective Warrants.
Uniform,
To wear the same uniform as Carpenters, with the addition of a narrow stripe of purple cloth on the cuff,
Gratuity on Promotion.
To receive the usual gratuity of �25 on promotion, towards the expense of Outfit.
Full Pay.

To be eligible for charge-pay and Senior Engineer's allowance, as under present. Regulations.
Pensions.
Age for retirement, and the method of counting service for Pension, &c. to be the same as for other Warrant Officers (except Head School-masters); but the scale for each year's service prior to promotion to Warrant rank to be raised from �1 10 to �2 10 in the case of Artificer Engineers.
