Allowance to Instructors in Seamanship

Whereas by the Queen's Regulations and Admiralty Instructions an allowance of 6d. a day is granted to the Instructors in Seamanship for Naval Cadets, and Boys' Training Ships ; and
Whereas we are of opinion that payment of this allowance should be extended to such ships as we may determine.
We do most humbly submit that Your Majesty will be graciously pleased by Your Order in Council to sanction this proposal ; payment of the Allowance to commence from 1st January, 1897, except in the case of Your Majesty's Ship "Victory," in which ship it is submitted payment may be authorised from 18th October, 1873, and in Your Majesty's Ship "Cruiser," in which ship it is submitted payment may be authorised from 13th August, 1879, the allowance having been paid in these ships from these dates respectively.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence herein.
