Leave of Absence on Full Pay, &c. to Officers R.N.

Whereas, under the Regulations for the government of Your Majesty's Navy, Arts. 1402 and 1429, leave of absence on full pay may be granted by us to the Naval Officers therein specified on their return from Foreign Stations, and whereas we consider it is desirable to extend the privilege therein conceded to all Commissioned Officers below the rank of Flag Officer and to Warrant Officers of Your Majesty's Navy.
We humbly recommend that Your Majesty will by Your Order in Council empower us to grant the leave now authorised by the said Regulations to all such Officers according to the length of their service abroad.
We further beg leave to propose that any officer of Your Majesty's Navy who becomes unfit for service at Home or abroad from causes beyond his own control may at our discretion be awarded full pay sick leave up to the limit of three months, in
addition to any full pay leave he may have earned by foreign service, or to any period in respect of which he may be entitled to full pay on account of treatment in a Naval Hospital.
This provision shall not apply to Officers wounded in action, as their cases are already provided for under existing regulations.
The provisions of Art. 212 of Your Majesty's Regulations for the government of the Naval Service to be applicable to full pay sick leave, but in the case of an Officer discharged from a Home appointment the period of the full pay sick leave to count as Harbour Service.
Clause 6 of the above-quoted Arts. 1402 and 1429 to be cancelled.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in the cost of these proposals, to which it is proposed to give effect from 1st April 1898:
