Mess Allowances to R.N.R. Officers attending at a Naval Port for Instruction

Whereas it is laid down in Article 83 of the Instructions to the Officers of the Royal Naval Reserve, which have received the sanction of Your Majesty by Orders in Council of 23rd February 1891 &c. that all Officers called out or undergoing voluntary service or training will mess with Officers of their respective ranks in the Royal Navy, and will be granted the following allowances as contributions towards Mess expenses : -

Officers of Ward Room rank |
2s. a day. |
|
Officers of Gun Room rank |
1s. a day. |
And whereas it is provided in a note to the said Article that these allowances are payable only for the period during which Officers pay Mess Subscriptions ;
And whereas we are of opinion that this condition bears hardly on Officers who attend the ports for courses of instruction, but are obliged, owing to the absence of accommodation, to make their own arrangements instead of contributing to a Mess ;
We beg leave therefore to recommend that Your Majesty may be graciously pleased by Your Order in Council to approve that such Royal Naval Reserve Officers as are situated as described in the preceding paragraph when attending at a Naval Port for instruction shall receive the same allowances as contributions towards Mess expenses as if they paid Mess Contributions.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
