Whereas we have had under our consideration the question of the granting of an Allowance for the custody of all Engineers' and Warrant Officers' Stores, and the duty of accounting for the same in the steamers recently commissioned for special service in the Niger River :

And whereas these duties are of an exceptional character not provided for when the existing Regulations were framed :

We therefore beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to empower us to pay a special allowance of one shilling and sixpence a day to the Officer, or Petty Officer, charged with the duties in question in those vessels or in others commissioned in future for similar service on the Niger or other Rivers ; to take effect from the 14th December 1897 :

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence herein.
