Free Passage home to Naval Officers Invalided Abroad

Whereas it is provided by Your Majesty's Regulations for the Government of the Royal Navy that an Officer invalided home from his Ship on a Foreign Station for causes which in the opinion of the Admiralty are not attributable to the Service will be required to defray one third of the expense of his passage ;
And whereas it is considered that every Naval Officer invalided home from abroad should be allowed a free passage ;
We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the full cost of passage at the public expense in these cases accordingly, commencing with those which have arisen since 1st April 1897.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
