Whereas we deem it expedient to take special measures to train Boys in Your Majesty's Dockyards for the rating of Shipwright in Your Majesty's Navy : and when as the service of those so entered will be spent on board Ship as well as in one of Your Majesty's Dockyards ;
It is humbly submitted that Your Majesty will, by Your Order in Council, authorise the payment of Superannuation Allowances, on the Scale of the Superannuation Act of the year 1859, to such of the men as serve in Your Majesty's Dockyards - the Sea time served by them being allowed to count as Civil time for the said purpose. The service for pension to reckon from the age of eighteen.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in the foregoing proposal.
