Whereas it has been found necessary from time to time at Naval Establishments to employ Seamen and Marines upon work which entails their standing in mud or water :
And whereas we are of opinion that the ordinary rates of Extra Pay are insufficient to compensate for the extra discomfort and the wear and tear of clothing involved in such service.
We therefore humbly beg to recommend that Your Majesty will be graciously pleased by Your Order in Council, to sanction an additional payment of 6d. a day to Seamen and Marines who are employed under the aforesaid conditions.
The Lords; Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
